Pittsburgh's garages, parking meters in need of repair

The Pittsburgh Parking Authority is considering upgrading several garages and some of its meters, work that a private company would have done under a lease proposed by Mayor Luke Ravenstahl to raise money for municipal pensions.
The city of Pittsburgh needs a for real mayor, not one who takes his orders from Harrisburg. The city council needs major reform also.
