Ruins off of hwy 22 on Oconee River

Can someone provide some history on the ruins visible off the Oconee river bridge on hwy 22 (near downtown milledgeville)? We walked around and found a room with a large metal plate, maybe part of an old mill or power station. I'm thinking more of a mill - can someone give some more info? What was the mill called? When was it in service?

It's the old Milledgeville water works. It was some kind of mill. I've been there myself.
