Sounds like more big Brother to me..most vehicles have on board modules that store data that in the hands of a skilled tech could give all sorts of information even down to the breaking and acceleration habits of the driver..
with newer technologies with companies like on star and body module flash programming...
it would be nothing for new vehicles and after market vehicles to have a device added into the body module that when you pay your insurance..the agent can "consent" the vehicle to operate properly while the insurance is valid on the vehicle...
it would work similar to a fuel gauge..
instead of explaining this here...i probably should have called the patent company first...
