Upgrades for downtown?

As far as "pulling the meters". The local businesses benefit from meters in front of their stores .... let's assume the meters are removed , anyone can park in front of their store for HOURS at a time and their customers would NEVER get that spot

...this is from personal knowledge - I have spent 25+ years as a transportation engineer in NYC
