It's unfortunate that something that such a huge investment that is utilizing our local natural resources is going to be built without local workers. We have qualified personnel right here that would love the opportunity to do this work.

I dont believe the experienced qualified workers are here the way everyone keeps saying. As an employer, I can honestly say that hiring people is one of the biggest problems in my job. If I were expanding to another region of the country, I would definitely bring experienced guys with me as opposed to trying to find locals to do the work.
