While I don't disagree, as one who has to pay liability insurance premiums, any entity must be sure to limit themselves to any exposure. Insurance companies frown on anything that involves risk of any kind. Do I think something could happen? Probably not but an insurer might disagree and coverage becomes null and void. C'mon. They don't drop the scouts off at dark and come back for them 9 hours later. There are adult leaders there at all times. This is a blip on the liability radar for the amount of traffic through and what goes on at a rest area. The DOT is not currently enforcing the security of anyone who goes through the rest stop - there is barely a greeter and a janitor at the "plain" rest areas most of the time.
Just a question - when was the last time a Girl Scout came to your door selling cookies? For me, it's been about ten years. Why? Probably because it is no longer safe to go to strangers' homes.
