This is something that is done up front by the Agency that is supervising the construction, not after the fact. They should know what the contract documents require. They are responsible to oversee the construction and ensure that the structure is built according to the contract documents. The cost of the casing steel is a minimal amount of the cost of a micropile, this sounds like Washing bean counter trying to help us?

The stimulus was an incongruous piece of leglislation that simply subsidized inefficient local and state governments and paid for useless pork barrel projects like this one..

I wonder if you could just switch some of the material over to micropiles. They are generally pretty easy to work with and they are more cheap than other materials. http://swc.bc.ca/foundation-support
