The guy probably never said he was cold or complained about it till later. It was bad judgement on the cops' part, but I highly doubt they were using the cold weather as some sort of sinister torture tactic. They probably had hats on themselves, were busy and realize how cold it was.

They should get a letter in their file and a talking to by the chief. Fire them? You sound like you have a hard on for all cops.

I am from Grand Forks and these two cops are d***s! Also, alot of these cops are racist a*****es around here! It wouldn't surprise me one bit that they made him stand out in the cold....it's happened to more than one person that I know! I don't know the victim, but I do know O'Toole from Crystal, ND and he's always been an arrogant SOB!!!

Were too busy for 20 minutes and didn't realize the guy didn't have a coat? Smart people. He should have just ran away if they were that "busy".

I suppose it was too dark out for them to see the guy shivering uncontrollably or his lips turning blue either. And I'm guessing they never heard the windchill warnings on the news or radio since they were so busy that night.

I have great respected for cops, but this types of officers does not qualified for Minnesotans tax dollars. One of the officer resigned, that's the right decision.

Grand Forks is in North Dakota~ about 4 or 5 hours from the cities!

Oh give me a break. Anyone who has lived in the upper Midwest for any length of time is well aware of how dangerous it is to have exposed skin when the windchill is 42 degrees below zero.

If these cops are as clueless as you apparently think they are then they're just too darn stupid to be allowed to be cops.

Letter of reprimand my foot. Let's see if you'd be so forgiving if a cop made you stand outside in 42 degree below zero windchill without a hat, coat or gloves.
