faulkner is a man who cares about the people he seeks to represents. He wants to ween them off o f the culture of dependency that people like Rangel rely upon to stay in office. Rangel on the other hand has been in Washington far too long and has become an arrogant, aloof legislator who is out of touch and pushing this now down a road to economic ruin.
