It's just another way of raising fees with out the voice of people. The economic meltdown for all is not raising fees, even if at this time we need to cutail certain improvements. I say that the local goverements must do as the average Joe is doing, and cut any uneccesary expenses.

City Goverements, must do like the rest of us; facing the crisis as jobs lost, and unemployment.
Lean is Mean as revenues falter, so must goverment go Lean to reflect it's losses which relates to whatever it takes to live within
spending/bugets like the rest of us and make necessary cuts.
