County Commissioners Court Reverses Budget Cuts

Maverick County Commissioners Court Reverses Budget Cuts

Although facing a budget deficit between $2-2.5 million dollars in the remaining two and a half months of the 2011-2012 budget, Maverick County Commissioners Court reversed an earlier decision by them on June 28, 2012 to implement a ten percent pay cut of all county salaried employees and elected officials and a reduction from 40 hours to 35 hours work week at a regular meeting held on Monday, July 9, 2012, by a unanimous vote (5-0). Instead Maverick County Commissioners Court decided to return to a 40 hours work week, request every county department to reduce their budget and expenses by ten percent or lay off one employee , allow elected officials only to voluntarily take a ten percent pay cut, approved the issuance and sale of Maverick County Tax Notes Series 2012 for $1.5 million and another for up to $1 million on a revolving basis, and approved to advertise for sale two county owned properties, including the Veteran’s of Foreign Wars located at 2432 E. Main Street and the Maverick County Transfer Station adjacent to the Tom Bowles Detention Center. The five hour plus marathon meeting was attended by many county employees and citizens alike. Maverick County Sheriff Tomas S. Herrera spoke to Commissioners Court to advise them of the grave concerns and burden placed upon the Tom Bowles Detention Center and Maverick County Sheriff’s Department ‘s operations caused by their June 28th decision to reduce the county employees work week to 35 hours , jeopardizing both the federal U.S.Marshal’s inmate housing contract and state inmate housing contract due to the lack of personnel to operate the Tom Bowles Detention Center as a result of the restrictive 35 hours work week. Deputy Corporal Jerry Zuniga of the Sheriff’s Transportation also spoke noting that on two separate days Maverick County had been unable to transport federal prisoners to or from court in Del Rio because staff had clocked out after the 35 work week restriction. Deputy Detention Officer Diane Tetzlaff also addressed Commissioners Court to advise them that the 35 hour work week caused the detention center to have only three officers guarding the center instead of the seven required by state law, creating safety risks for both the inmates and officers. After taking into consideration all of the citizens and employees comments and evaluating the two week results of their June 28th budget cuts, Commissioners Court voted to reverse its prior decision and implement the new strategy approved at their July 9th meeting.“We are working together to resolving the budget deficit while fulfilling the county’s financial obligations,” said County Judge David Saucedo. Maverick County also has over $20 million overall debt accrued over the past 10 years or more to service in addition to its annual fiscal budget. Maverick County’s precarious financial situation is going to take a long term to resolve. Meanwhile, Maverick County Commissioners Court is finally working united to tackling the county’s financial woes.

Looks like Commissioners Court had to get creative. As it states above, the initial vote to cut hours and pay was unanimous, 5-0. They all felt the heat.

Thats why they should have atleast talked it over with all involved bfore stepping on sh/t holes. Losing a huge contract and getting lawsuit by federal was on it's way if they didn't overchanged. County is getting huge chunk of money housing federal inmates.
