Just to let you know, Agenda 21 is alive and doing too well in Lemhi County. Our city of Salmon officials, county officials, U S Forest Service and B L M have all "partnered" with various non-governmental, nonelected, groups, to push the U N's environmental agenda, which has very little to do with environmental issues, and more to do with private property control. We have Salmon Valley Stewaedship, a direct creation of The Sonoran Institute, Lemhi Land Trust, same origination, The Nature Conservancy and Western Watersheds, among many green groups working Lemhi and Custer Counties. Most of the participants fall into the category Lenin described as "useful idiots", working hard without knowing what the true fruits of their labors are going to be. Be aware that The Sonoran Institute has partnered with the National Association of Counties on various projects years ago. I suggest you Google up Luther Propst, founder and ceo of Sonoran Institute, and particularly an article that he wrote for New West Magazine in about 2009. Most of these groups came into being after the 1992 Rio Summit.
