Maybe they should work on the roads before bike paths.

All the road work in the world (the roads in Boise are in fine shape, by the way) won't solve the traffic problems caused by overcrowding. Look at all the cities in this country with traffic problems: more people means more traffic. Until Americans change their habits (I'm not holding my breath) this maxim will hold.
The only crowded places that are enjoyable to live have excellent alternative transportation opions (New York, Boston and San Francisco come to mind). The cities that tred to solve traffic with more road work have pushed the bicycle off the list and become sprawling disasters (Houston, Los Angeles, Miami are examples, and Denver is teetering on the line).
