For the homeowners in Eagle that want the government to bail them out of flooding: These people have lots of money and should be intelligent enough to realize the dangers of building on a floodplain. If they want the river diverted, they are the ones who should foot the bill and do the work. Maybe this area should have remained a wetland area - flooding is good and natural for the river.
They built their homes there, it should be their problem. The government nor taxpayers should have to bail them out. Maybe the city should have stopped the developers from building there as well.

You'd think someone would have wondered why the area had NOT been developed for all these years! There is normally some sort of emotional cost associated with any "prime" real estate. The folks in the foothills get to worry about range fires and the folks on the river get to worry about flooding. You get what you pay for. Deal with it.

They should sue the state for allowing developers to destroy KNOWN wetlands, the developers for destroying wetlands, and the realtors for selling
flood plains as suitable building sites.
Wetlands should be declared wetlands by the state
and preserved as such.
