Yesterday's (09 July) State Gazette article on the Summer Feeding Program (officially the Summer Food Service Program- SFSP) is very interesting and brings up some very serious questions about the program in question. The SFSP is another taxpayer funded U.S. Department of Agriculture program, administered by the TN Department of Human Services, which allots $142,200 to Dyersburg/Dyer County for free meals for 39 days this summer at various approved sites. That comes out to $3,646.15 per day for free meals. I have heard that these meals consist of a sandwich, chips, and a drink (maybe someone can enlighten me on what is actually served). Let's say they serve a basic meal, at a cost of $2.50 a serving. That's 1,458 meals a day for 39 days. However, I am sure some participants/volunteers need to get their "cut" to coordinate/plan/prepare/serve the meals. I would really like to know who gets paid and how much. As taxpayers, we have a right to know how our tax dollars are being spent on "free" meals.

I have also learned from the State Gazette article that meal handout locations, "feed sites", have to be on a TN state approved list. Apparently, Westside Baptist Church is on the approved list, and the Dyersburg Housing Authority is not, even though I have previously read in the State Gazette the W. Taylor, the SFSP Director, stated that Westside Baptist Church as not as good as a location as the DHA, even though DHA is not on the State approved list. Sounds pretty fishy to me. I have also learned that preference and monetary allowance/payment is giving to primarily "Black" churches who participate as an authorized feed site. My question is, how much are the "feed sites" paid? Why aren't all feed sites paid if they participate. Actually, why are they paid at all? Shouldn't locations such as churches and community centers “volunteer” to serve as feed sites, as long as someone else, i.e. other volunteers and the SFSP Director, prepare and serve the meals? Also, is Westside Baptist Church being paid to be a summer feeding program location, even though it was previously reported that W. Taylor stated Westside Baptist Church had "graciously permitted temporary usage" of their property to serve meals as W. Taylor was supposedly having issues getting DHA to participate as a feed site? Again, something fishy seems to be going on.

Lastly, how is the $142,200 spent and accounted for? Is this yet another U.S. Taxpayer funded "black hole" that has little or no oversight with W. Taylor controlling the checkbook? Also, how are W. Taylor and anyone else involved is the summer feeding program compensated? Does their pay increase with each "free" meal they “voluntarily” handout? Also, as the Summer Feeding Program Director for Dyersburg/Dyer County, who does W. Taylor report to, and how does he account for the $142,200 of taxpayer funds to the TN Department of Human Services and U.S. Department of Agriculture for each and every free meal that is handed out to the needy Children of Dyersburg/Dyer County? I emphasize Children, as I am sure that only school age "needy/under poverty level" Children are receiving the free meals at each site- to be eaten only at each site. Surely, no Adults or teenage dropouts are receiving frees meals, and no meals are being taken home to be eaten later by "Children that couldn't make it to the site".

Basically, is the Summer Food Service/Feeding Program an above board taxpayer funded program that is monitored for effectiveness, financial soundness, and is free of fraud, or is it just another free money program that provides a few meals for the needy as a cover for enriching a select, corrupt few?

I completely agree with you. It's not enough that they receive government assistance due to having a plethora of children and no idea who the fathers are, receive TN Care and food stamps, along with government housing and the government commodities every couple of months.
The straw that will break this camels back, is when the government starts paying them to actually COOK at home.....they've already instituted this is Chicago, IL.

I work for this program last year. Yes, people get pay for cooking the meals, using their cars to deliver the meals and going back to clean up after cooking the meals. I made 8 dollars an hour and worked 3 hours a day. Some people work more hours if they work the breakfast shift. I hope they pay the site that we use to prepare the good at. We are using there water and electric to prepare these meals. And it's more that a sandwich. It's a hot meal. I think this program is a good one. A lot of these kids that eat these meals, will be there only hot meal of the day. The site I was at, let the kids come for breakfast and stay till lunch. We had volunteers from heath dept. And other places come in to teach the kids something they need to know. And Mr. Taylor was a good man. He always goes to each site and make sure everything is running right. But there is always someone you can't please when your trying to do good for your community. You might not be pleased with this program, but the many children that it helps are. And that is what really counts.

Food stamps are to take care of this..The PARENTS OR PARENT should be brought on FOOD STAMP FRAUD Charges...Hard working people should not be penalized by using their TAX DOLLARS to take up the slack for Lazy parents who are STEALING the food out of their KIDS mouths!!!!!!!!!!

If the government REALLY wants to help, maybe they could have classes at these sites for the parents. Teach them about birth control, how to take care of their children, how to actually use their food stamps for food and how to cook. Better yet, have a social worker at the site and when they find a child that is hungry and they know the only meal they are receiving is from their kindness, have their parents investigated, remove the child from the home and save the child from the continued neglect and abuse of the system.

So what you're saying then is punish the child for the parent's mistakes? As for the program, they have these approved sites so they can ensure that the children are eating the meals and not the adult. Is it a perfect system? Heck no. But if this program keeps one child from going hungry, then isn't worth it? Also, aren't there worst things that our tax dollars are going to other than feeding hungry children?

W. Taylor must have a very good state government job and understanding supervisor if he can take 39+ days off work to direct the Summer Food Service Program for Dyersburg, as the State Gazette article states W. Taylor works for the UT Extension Office, however, the Summer Feeding Program is operated through a contractual arrangement between the TN Human Services and the Dyer County "Conservation and Environment Board." Coincidentally, this board no longer exists, and hasn't for several years, but someone is "signing" for! Sounds like a scam for taxpayer dollars! I am sure some "volunteer" is writing up some bills/invoices for services provided in order to get paid by the director! Yes, I understand some meals are being served to the needy. The big question is, who is getting the bulk of the $142k?

I work and pay taxes and I'm glad some of my money is going to feed children.

I had rather have my tax dollars going to programs like this than a lot of other "programs" that are funded by our tax dollars.

It's a Dept of Agriculture program. It probably helps farmers make a living too. I think that's a good thing.

Or do you think they are lazy leeches, too?

I am a Christian and know compassion and charity. I am also a Taxpaying American who believes our tax dollars should be spent wisely, not spent on mismanaged, fraud ridden redundant welfare and food stamp/feeding programs. Today I read that over 100 million Americans are on food stamps! I guarantee that a majority of the parents of the children that are receiving free meals are also receiving food stamps. Where do we stop? Where are the checks and balances? Are the parents of the children receiving the free meals employed and/or searching for jobs? If so,then let them receive their welfare, food stamps, SSDI, SSSI, and/or free meals until they make a living wage. However, if the parents are not employed and not actively searching for a job, then we need to say enough is enough! How many families in America are on generational government assistance/welfare, and figure that it's just their way of life?

Also, it's about time we start cracking down on all the rampant fraud within these welfare programs. Fraud being perpetrated by those illegally or immorally receiving benefits and those who "voluntarily" run some of these programs, such as the summer feeding program, who are undoubtedly enriching themselves with our hard earned tax dollars!

So, I have not heard much more about the Summer Feeding Program. Is the Director laying low and working on his audit paperwork/invoices? Are they still feeding the needy children of Dyer County and filling their "volunteer" wallets with taxpayer $$?

If the government furnishes you a home, food, medical care all free you have no obligations to accomplish anything. Mothers lay up in bed or go bar hoping while their children run the neighborhood. It is my opinion that if parents are responsible for feeding their children (not the government) that they bond with their children. if you are drawing food stamps, you are not eligible for feeding programs. I don't want to see children go hungry but if parents are going to have children they should be responsible for them. When we were young we ate whatever was left from the night before for supper. mothers get up and feed your own children. You can't wait until a child is 16 year old and decide he needs disciplining you start as a baby. Quit having babies at 14 and expect aunts and grandmothers to raise them with the government's help.
