Every town has some bad areas, and then some middle and upper class neighborhoods. Dyersburg has lots of bad areas, and a few nice places to live. Mill Town? Mill Town starts on Louis and runs over to Hog Wallow, or whatever its called. Mill Town has always been a just a run down poor trashy area. The problem is in Dyersburg is not that it is so different, it is that it became dependent on northern factories, and on welfare. The northern factories pay nothing and treat local people like lowlife garbage under their feet, and the welfare class just keeps growing and expanding. In Dyersburg you can work for minimum wage and sell dope, or you can get a crazy check and sell dope. Either way, you have to sell dope just to have anything. Then you got the shootings. The city is hopeless. The people shooting at each other really don't know any better. This is what they got. This is their inheritance. Success in Dyersburg is getting a crazy check, a fat EBT card, and slinging dope.

"Even when it appears that we are not doing a whole lot, we stay pretty busy."

Chairman Jimmy Williamson closed Wednesday morning's short meeting of the Northwest Tennessee Regional Port Authority by noting that the board and its partners at the state and local levels, as well as Informa Economics are always at work in marketing the port and making it a viable place of business. The brief meeting included an abbreviated legal update by Williamson in attorney John Lannom's absence. In addition, the marketing team and Informa Economics provided updates on ongoing projects.

In the legal update, Williamson noted that Lannom had just finished editing the petition, prepared by attorney John Heffner to the Surface Transportation Board. Heffner was recently retained by the board to assist in the application process to STB in order to obtain a rail extension to the port site. Williamson said the rail application was progressing well and that the board would be requesting that the STB waive the regular application-filing fee.

Williamson also reported that a meeting was recently held with a potential port operator and he hoped to have a proposal in the coming weeks, but it may not be available before the board's March meeting.

"Hopefully we'll have someone operating the port before too long," said Williamson.

Interim Port Director Tom Cooley of Informa Economics also provided a brief update to the board and other attendees on Wednesday morning. Cooley had discussed the survey during the board's January meeting. He said with the help of the Tennessee Valley Authority, Mike Philpot, executive director with the West Tennessee Industrial Association, Marcia Mills, executive director of Lake County Chamber of Commerce and others the survey would identify the tonnage that could be moved through the port with the various modes of transportation available in comparison with rail access. Cooley commented during that meeting that the survey would help attract a permanent port operator.

"I am pleased to report that we have received about 50 percent of the surveys back," said Colley. "This shows a lot of interest in the port."

Cooley recommended contacting local chambers in order to present to industrial boards and receive a bigger return on the surveys.

The board concluded the meeting with a marketing team update where they discussed the current National Site Selection Guild (SSG) conference going on in Denver, Colo. The Port of Cates Landing has a booth set up at the conference and members of the marketing team are taking to various forms of social media to ensure a high volume of traffic and interest in the booth. SSG includes the world's foremost professional site-selection consultants and handle about 80 percent of the nation's projects. The Port of Cates Landing was able to secure a booth at the conference thanks to the efforts of Philpot and other state officials.

In other business, the board unanimously approved retaining Enochs and Associates to conduct the board's annual audit.

The next port authority meeting is set for Wednesday, March 12 at 9 a.m. at the Port of Cates Landing.

That's a list composed by the Environmental Working Group, using their database of farm subsidy recipients compared to Forbes 400 list of the country's richest people. Between 1995 and 2012, these 50 people—who have have a collective net worth of $316 billion—received $11.3 million in farm subsidy payments. They've probably have even received more in crop insurance payments, but we don't know because the law doesn't allow prohibits the disclosure of the identities of crop insurance policyholders.

While a congressional conference committee meets to decide if they're going to cut $40 billion (House bill) or $10 billion (Senate bill) from the Supplemental Nutrition Assistance Program, they are probably going to give billionaires even more!

[P]roposed changes adopted in both the House and Senate versions of the bill will likely allow these billionaires to bank millions more in premium subsidies. Both bills would shift subsidies from programs currently subject to means testing to the more generous crop insurance program. Unlike traditional farm subsidies, crop insurance premium subsidies are not currently subject to means testing, payment limits or conservation requirements.
In 2008, Congress created a means test that was designed to deny some subsidies to individuals with annual off-farm income of more than $500,000. The year before, Bloomberg News published a report highlighting some of the billionaires who had been receiving subsidies. But, lawmakers specifically declined to apply it to crop insurance, which has become the primary government support for farm business income.
The system is already skewed for, of course, the largest one percent of farm businesses. They received about $227,000 a year in crop insurance premium support in 2011, according to EWG's analysis from USDA data. Meanwhile, the bottom 80 percent of farmers received only about $5,000 apiece.
There is no reason on earth taxpayers should be subsidizing what are already nothing more than tax write-offs for the nation's wealthiest people. And we particularly should not be subsidizing them when millions are in danger of going hungry because the austerity fetishists in Congress think they're getting too much food.

Oh, one other point. I worked for a Unionized company right here in Dyersburg and paid union dues for over 25 years and hated every minute of it.
