Fought in NAM? Having dealt with CSX many times at a corporate level over a number of issues, horns being one of them I offer you the very best of luck. They've got a big thick book of rules and guidelines they follow like the bible, they rarely bend to appease the public and they have the full support of the Federal Railroad Administration.

It's the city of Dunkirk , city hall that has to establish a "quite zone " ordinance with CSX and with Northfolk Southern Railway.
I know a quiet zone ordinace is already established with CSX, but CSX train conductors continue to violate that ordinance by blowing their horns in the middle of the night.
Federal Railroad Transportation has not received any requests about a quiet Zone towards Norfolk Southern Railway from Dunkirk City Hall.
Dunkirk city officials are lacking and prolonging this matter..
Their first excuse would be that they do not have the money for it.
But just recently a dog park was just put up and the news articles in Dunkirk have been writing two to three stories about this already like a big deal.

There are only 1.5 kids playgrounds in Dunkirk..
I won't be surprised if more than five officials inside of that city hall building
are on street drugs.

There is a law (rule) that they are not suppose to blow the horns past a certain time in the city limits. Once they get part Middle Road they are out of the city and can do whatever is necessary

They're not suppose to blow the horns in the city after 10:00.I hear them every couple of nights and I don't even live that close to the tracks.
I'm guessing it's on the delivery line to Cott that runs across Lincoln and behind Chautauqua Opportunities then down Franklin.
It's definitely a slow mover and it's annoying.
I don't blame anyone from complaining.

Constant loud noise is unhealthy , leads to hearing impairment to distress..
But then again the people here don't give 2 shits about it..
But when we break a rule we quickly get served with summons, jail time or fined..
