Property taxes

I would like to know if homes, garages, and sheds turned into dwellings are charged for 2 properties or 1. If a garage is rented out as a residence along with the primary property or a home is made into two dwellings or a shed is updated to look like rental property how does that effect the insurance rates and taxes? I am surprised it is legal to do this with zoning laws etc. How are the homes valued? Would it be separate for the house and separate for the garage? Is each dwelling in a duplex charged taxes? Just wondering. There could be a lot of lost revenue there. Thanks and have a great day.
