Abandoned Property

The Property of a un-named tennant On GrayHaven Rd in Dundalk appears to have been abandoned.
There is debrie in the yard that well exceeds the height of the back yard fence and is approximately 8 by 6 feet or greater in width and length. It is demolished materials from inside of the home, that have Mold growin on them. In addition to this, there is a wooden shed, and car with out tags./evidence of Rodents, and a window that was broken out .The House is not secured.
This Property is a nusance Property and a Health Risk to the people in the neighborhood, and to the environment.

It has been left in this state since approimately feburary.
Nothing is being done, to hold the owner accountable to clean it up, and remove the debrie.

I would like to know who to contact that can and will take immediate action. One Neighbor called and was told it will take more than a year to have this resolved. This is unacceptable.
I understand money is tight in the county, but in the end more money will be needed if the problem is left unresolved.

Its my understanding, that the environmental protection agency could take action, and then would bill the owner of the home for the removal and clean up, along with bording up of this house.
Is this the case? what person /department would one contact at the Marland environmental protection agency?

Thank You for any help you may be able to offer in this matter.
