"Half of the homes needed for Pennsylvania's population in 2030 have not been built, according to the Brookings Institution."

Anybody have any idea what that sentence is supposed to mean?(with a population growth rate in PA only approx 0.2%/year, somebody must be expecting a lot of existing houses to fall down in the next 22 years)

Will; "Right On". The only part of Pennsylvaia that is growiug is Southcental. If the couties can't accept a 1% growth rate per year then they need to get help from communites in Flordia, Texas, Arizona.
