Letter: Why not freeze city workers' wages to keep taxes down?

I know that the city of Dubuque must raise taxes. But at a rate estimated at 10 percent? Senior citizens on Social Security have not had an increase in benefits for two years, yet they are facing increases in many areas, including property taxes, gas prices, food, etc.
