Flood recovery efforts on schedule to meet goal
Governor Hickenlooper says the state's still on track to get all state roads closed from the flood back open by Dec. 1. More than 1,600 people are working on recovery efforts between FEMA, the Colorado Department of Transportation, the National Guard, the Army Corps of Engineers and several other technical and service providers.

I am curious - If it is promised that hwy 34 will be open by Dec. 1st and the damage estimates are 85%- 70% from a different report, why is 36 taking as long if it was only 15% damaged? Again, just curious.
