Brookside Principal Smith chooses numbers over children at her school

I'm looking around for a place to post this that will hopefully reach a writer for the Lowell Sun or the Valley dispatch. Any help would be appreciated.
My wife and I own a house in Dracut's Brookside district. We have two children that go to Brookside. We recently purchased a home in Campbell district; it was a great deal and we plan on moving in over the summer. Let me be clear, we still own both properties, and have no intentions of selling, nor have we ever listed it to sell. Principal Smith heard that we purchased a new home, and is now trying to kick our children out of Brookside, even though WE STILL LIVE IN BROOKSIDE DISTRICT.
She sent someone from the superintendent office today to check and see where we live. He was an incredibly unfriendly older man who repeatedly refused to give me his name, and flat-out threatened to sue us and take our children away if we didn't move to Campbell. After my fifth attempt to get his name and position were rejected I ended the conversation and informed him that if he ever appeared on our property again we would call the police. We called the superintendent's office immediately, who assured us that they had nothing to do with it, it was up to the principal to act on any possible address changes. When we contacted principal Smith, she said "she thought it would be a good time for the kids to switch schools". When we said that we still live in her district, and we don't want to, she said it wasn't up to us. When we asked what would happen if we refused to leave, she said she would "call the police, lock our children out of their classrooms, and call us to come pick them up". She also insists this is all procedure for the Dracut school system, and that it's available online, although we've had no luck finding it.
I was in the public school system when I was a child; I know how the system works. I also know the schools get funding based on numbers up to a certain point. I find what principal Smith is doing to be completely cold-hearted, callous, and probably illegal, but we're not really sure what to do or where to do, besides retaining a lawyer and suing the school district. One of our children is in third grade, so MCAS exams are coming up. Being forced to change classes, meet a new teacher, and make new friends all the way across town from where we currently live is heartless and evil.
