There is only one way to discourage kids from doing this kind of stuff. Make them financially responsible for the damage, and force them to work at a job that the state assigns to earn the money.
If these kids knew that they would be spending their summer raking and mowing that park, in full view of their families and friends, they would have been much less likely to do the damage in the first place.
Some kids brag about getting fines, jail time, and detention center time. Well, NO ONE would brag about being the kid that everyone saw picking up wrappers all summer.
Everyone who went to the park would know who that person was, and why they were there. The kids would learn the value of a dollar, the value of work, and there would be nothing associated with the crime to brag about.

was a much more complex situation then what was made out but as far as the comment i jumped state and paid it off this year off money from a real job so eat one
