New rules for housing directors
Housing authority directors will soon be banned from working both a full-time and part-time job, and see their salaries capped at $160,000, under a plan crafted by top state housing officials.

I do not understand why an employee (director or not) can not work a second job. If they are doing there job well, they should be able to do as they please. If however, they were using one employers time and space to do work from their second job, then that would be an issue.
How would capping his income at $160,000 effect him? By your own story his income is 130,000 at one and 54,000 at the other. If I bought two convenience stores, you would HAVE NO RIGHT to tell me I could earn income from one but not the other.
