Gee, it would have been nice to know about an expected surplus during the budget negotiations. Instead, the school board and administration had parents, students, ROTC members, and teachers very upset, many of them in tears while speaking at the public hearings. All of them seemed angry enough to lynch the city council unless they voted to override the city's spending cap. The city council (rightfully) held the line and did not crumble under the pressure.

In the end, Dover kids got their new text books after all. They also got some nice new football helmets, a car lift for the auto-shop and lots of other goodies totaling approx $687,000!!
