Dog attack in Noanet Woodlands

Yesterday evening, at approximately 7:30pm, my yellow Labrador Retriever was attacked by what appeared to be a border collie near the Caryl Park entrance to Noanet Woodlands. The owner, a tall Caucasian male, mumbled sorry and kept running. Did not pause to ask if everyone was ok. Very very rude and frustrating and as of this morning, my dog has a punctured eyelid and is on 2 medications and has to be quarantined for 45 days including risk of not being kenneled over summer vacation. I'm also sitting on a vet bill. The collie was running free with a rock climbing rope-type leash dangling behind him. The 2 cars in parking lot were a blue Infinity and silver Jeep Cherokee. If you have any information that can help me identify this incredibly rude and irresponsible person, please let me know. I have a witness and have contacted animal control with license plates numbers and will contact police as well. Thank you.
