You are going to hear them talk about me suing the county and owning legal fees. Yes I sued the county and took them to the Supreme Court because they lied and miss-spent ov 30 millions of SPLOST Tax Dollars on projects they wanted after they published a list of project to get the people to vote for them, then after voter approval they changed the list which is illegal. They say I owe $30,000 in legal fees, so I ask you which is worst, going up against a corrupt legal system and it ruling against you (but you still force them to be held accountable) or your own county government stealing $30 million dollars from you the people. And for the record who I supposedly owe the money too – not the county, but to lawyers already on county payroll, and an outside lawyer the county Ben Mathis (why does the county hire an outside lawyer when it has a county attorney)– Ken Bernard is the county attorney who makes over $400,000 a year as the attorney for both the county government and the school board, but remains in private practice. The other Joe Fowler represents the Development Authority andd WSA, both county agencies. A citizen does hold the right to sue and hold his government accountable and as ruled by a Superior Court Judge ad if they lose a staff county attorney cannot collect attorney fees that’s why the ount (the oo old boys-special iteest) paymyou txdolarsndhy remn a sty in private pratice so when someone sues the county the lawyer can collect legal fees on top of their already salary of tax payer dollars.
Now what do you call that?
So instead of you trying to front on me --learn the facts-- if it was not for what I did for you-- you wouldn't have the few new parks, roads improvement -- new fire equipment and etc...
Instead of critizing me - you should be thankful I stood up for you -- but that wouldn't get you any attention now would it.

Mr. Quarterman needs to be careful - people in glass houses shouldn't throw stones.

FACTS: Mr. Quarterman has been dispossed (thrown out of the rental homes in
which he lived) by the Court for non-payment of rent three times in the past
5 years, all in Douglas County, and he has filed numerous pauper petitions
suing the Douglas County government (which means he gets to sue and the
taxpayers have to pay his filing fees), and he has lost every suit he has
filed against the County. Any person can go to the Clerk of Superior
Court's Office in the Courthouse and verify this information.

FACTS: Mr. Quarterman ran for District 1 Commissioner and lost. Mr.
Quarterman ran for District 2 Commissioner and lost. He has now moved to
District 3 after he got kicked out of the rental house in which he was
living by order of the Court, and plans to run against Commissioner Deborah
Woody next year.

What Mr. Quarterman doesn't realize is that Georgia is a property rights
state, and that means that property owners have the legal right to develop
their property to its "highest and best use". It is incumbent upon the
County to prove that the development is not in the best interests of the
public, and the law does not require the property owner/developer to prove
the project's worth. It's backwards. State law prohibits the overcrowding
or other effect on schools as being a reason for denying a zoning
application! Almost every time that the County has denied a re-zoning
application, the developer has taken the County to Court and won due to the
State law. It's not the County's fault that development is rampant here -
it's the law - a bad law, but the law. Call your State legislative
delegation to complain: Representative Bill Hembree, Senator Bill Hamrick,
Representative Roger Bruce, etc.

Is this really the type of person you would want for counsel Chairman? This dog don't hunt.

I was all for you a few years ago when you first ran for Abercrombie's position. However, after talking you up to my friends I began to get the feeling you didn't care much for whitey. This cane from your web page and some comments that were made in the local rag we call news paper. Then it seemed you started moving to a new home location each time a position was up for election. You have some ideas and I think they are good but you need both whites and blacks to make a go at things. You see we have to get over the color issue and get into good and bad, right and wrong. Whitey can't be blamed for everything.

I am not for or against - but, personally I like a candidate that has experienced "life" and is a real person.

How can you expect someone that has lived a "perfect" life to solve complex problems? I like people that have made mistakes and learned from them.

It reminds me of the "did you inhale" situation - seriously, do you want a candidate that did not have the natural curiosity to inhale once? I don't think that is such a bad thing. Do you want a candidate, that when faced with a tough question about themselves, would feel the need to lie about it? I would have respected him more if he just owned up to inhaling!

Let's see - Would I want this guy running a public company which I worked and depended on to make "solid" business choices for me and my family?

Let's see - With his experiences and "natural curiosities", unable or is it unwilling to work and support his family PROVIDING a solid home foundation,(not getting kicked out of three rental homes because he can't or won't pay his obligation)

HOW IN THE HELL DOES ANYONE, INCLUDING JAMES QUARTERMAN, THINK CAN HE RUN A 100 MILLION DOLLAR COUNTY BUDGET?

Okay, I did my homework. This guy is a real jerk and certainly will NOT get my vote. The last thing Dville needs right now is another loud-mouth whitey hater. Hell, I can bbq in my OWN backyard. Doesn't really matter, I guess to me anyway, as we are EXIT STAGE LEFT in about 24 months. I've lost all care for this town, don't really care anymore. We're out of here. They can have it. I'll (not) enjoy visiting in 5 years and seeing how this town is crumbling.

I'm sorry to say cause James seems like a nice guy but this is very true. I've criticized people on saying things about blacks here but that goes both ways.. don't make race an issue.

Also realize that it is respectable that you have come here to defend yourself and get a feel for what the people want but at the same time you are representing yourself and your campaign. People will scrutinize every little thing you write here.

Sorry, dude, but the following quote by you is not cool - AT ALL. I read it as you are GIVING black churches 2 MILLION DOLLARS. Now, tell me, are these the same WHITEY-HATING churches we are seeing more and more of. Is this more of the same ploy for blacks to take over the white folks in Douglasville? YES, I THINK SO. You're just more of the same - trying to take over Dville. Now, I KNOW that 2 Million would go to BLACK churches only. Even a blind man would see that. Sorry Dude, go back to Kab County.

I support religious freedom and the right of all people to worship as they see fit. As Chairman, the county will fund 2 million a year to support Faith Based Social Programs. I will also be asking our local Churches to get more involved and take a bigger role in our social programs. The purpose of government is to help the people and that exactly what I am going to do.
