First before you call me a liar - go to the county's own website, to the About Us page and you will see who this county was named for -- so then I guess you can call the county a liar too as well. But then question becomes, will you man up and admit you were perhaps wrong?
And for the ones questioning where I work, for 14 years I have been a Technology Consultant (Network Engineer) who just finished a project for the CDC, prior to that a project with the United States Army that carried a Secret Security Clearance and prior to that I was a Project Manager for 6 years on a US Department of Education project. And yes my wife does work for the Federal Reserve Bank. But I do need a new technology project, got one for me?
Instead of worrying so much about me, why not worry about why the county is spending 65 million dollar a year of a 99 million dollar budget on salaries and benefits and another 21 million to operate, leaving on 12 million to service the citizens? One transportation project will take all that. Why not focus on the rising debt because they are spending tax dollars un-wisely? Why not focus on the lack of transportation improvements? Why not focus on why 600 of the 800 people in jail are there for probation violation costing you money? And why not focus on changing with the times, because no matter how much you dislike me- you can’t live in the past – join me and let’s focus on the future – a brighter future for all the people of Douglas County. What’s done is done—lets move on.
Second, my family and I entertain friends at our home and yes we barbecue and provide beverages for our guest and yes I do buy some from my local corner store (Fast and Friendly at BrightStar and Hwy 5) because I believe in supporting the small business person, would it be better if I went to Wal-Mart or Sam's Club to purchase everything to put the local small business out of business. Hey I got a pool too, want to come swimming and have some ribs, and you too can have a beer purchased from Fast and Friendly at BrightStar and Hwy 5.
And I don’t feel I have to justify what I serve my guest or where I buy it from. And I will not justify what’s between me and my religious beliefs. All you need to know is that I am a believer. And for those complaining, if you read your Bible and you will fine wine consumption mentioned several times; as a matter of fact didn't Jesus turn water into wine?
Third, Yes I have filed a number of lawsuits against the county regarding SPLOST. Now you talking about me owing the county $30,000 in legal fees, let me ask you this, which is worst - the county and school board having the same attorney and you the taxpayer paying him over $400,000.00 per year to remain in private practice and when I do sue the county they always hired another outside attorney to represent them costing you the taxpayer more money.
Also if I hadn't been suing them and holding them accountable - what do you think you would have gotten from SPLOST - it’s only because I am drawing attention to their SPLOST spending you getting anything. Have you ever thought why the people voted the last two SPLOST attempts down?
Did you take time to read the Forensic Audit the county had done costing you another $500,000.00 where the finding says the county lied and miss-spent SPLOST money - I didn't say it, the audit did?

I just read what the state website and state info site says and nothing was mentioned about douglass county or a frederick douglass. It is known by historians that georgia was occupied by a northerner a k a otherwise called a c a r p e t bagger installed by the yankees during reconstruction. he the "yankee installed governor" tried to "push" the name douglass on DC but a group of "politicians and locals" living in DC (some of the founders) fought it at the capitol and won. It was named douglas county by the 1st judge in the 1870's. So your black version is sonmewhat correct, but history proves you to and the county website to be a liar. it was only because the north had control and "pushed" the issue - oh yeah the governor left the state and the governorship because he was about to be impeached and .......
that is the truth!

So you've sued the county and lost. Big deal pay the bill. What are your qualifications for the post of Counsel Chairman? I honestly don't see any. "As a mater of fact didn't jesus turn water into wine?" WTF? Douglas County Needs someone with real Qualifications not someone who "Needs a new project". If your bored get a hobby We're not your playground or a venue for your entertainment. Get over yourself.

Quarterman actually made sense and I appreciate his taking time to respond. All of what he is saying is true about the county even if I don't think he's the best candidate. I'm still not voting for him and really hope someone else runs against Worthan, but at least Quarterman responded.

New Republican Candidate for BOC Chairman
His name is Igor Malanchuk. You can find his website at http://www.igor2008.com . He’ll be running against Tom Worthan in the July 16 Republican Primary. Some of the issues he brings up on his website (these are direct quotes):

“I wil end the ‘good ol’ boy’ system that still exists in Douglas County. I will represent the citizens not Special Interest.”

“I will make sure that our existing parks and recreational facilities are provided the funding needed to bring these facilities up to community standards before we continue expanding to new facilities.”

“I pledge to never seek a tax increase and will find ways to better utilize your tax dollars.”

And here’s the clincher for those who hate SPLOST:

“I will not support placing another SPLOST tax vote on the ballot. We must pay as we go and avoid the expense of another long term debt.”

“I will not support massive borrow and spend projects such as a YMCA, Horse and Dog Parks, or other special interest projects that waste our limited tax dollars and competes with privately owned businesses.”

“I support tax incentives for local small businesses that are impacted by the competition of ‘big box’ companies so they have a fair chance of economic survival.”

“I will work to find low cost solution to jail overcrowding while ensuring our citizens are protected.”

It is with these "minimum salaries" that they serve the citizens and "attend" to the county's business matters - or do you expect the "State and Federal Government" to do this too.
Oh yeah, I researched the county's naming and "did I say that" was exactly right about the naming and how it came about.
I too have seen you purchasing alcohol around DC and it was not for friends unless you just buy in 1 bottle quart volume and put in a paper sack like the bums in Atlanta do - cause that is what it made you look like buying the quart of beer and larger bottle sized beer!
What church did you say you served as a hypocrite at?

You got my vote on the beer and barbeque factor alone. If a man is that down to earth, then he must be 'down with the people!' I like you already and will be interested in more of your views. Douglasville is turning into an armpit of society. As a small business owner myself, I ALWAYS try to support the small businesses and AVOID Walmart like the plague.

I don't owe this county nor you or any taxpayer one penny --check your fact before you speak

you just one of these people who use this forum to stir your fustrastion and looking for attention and don't know anything about what you speaking on -- you just heard someone say something and you trying to make an issue of it -- learn the game before you try and play it

You are going to hear them talk about me suing the county and owning legal fees. Yes I sued the county and took them to the Supreme Court because they lied and miss-spent ov 30 millions of SPLOST Tax Dollars on projects they wanted after they published a list of project to get the people to vote for them, then after voter approval they changed the list which is illegal. They say I owe $30,000 in legal fees, so I ask you which is worst, going up against a corrupt legal system and it ruling against you (but you still force them to be held accountable) or your own county government stealing $30 million dollars from you the people. And for the record who I supposedly owe the money too – not the county, but to lawyers already on county payroll, and an outside lawyer the county Ben Mathis (why does the county hire an outside lawyer when it has a county attorney)– Ken Bernard is the county attorney who makes over $400,000 a year as the attorney for both the county government and the school board, but remains in private practice. The other Joe Fowler represents the Development Authority andd WSA, both county agencies. A citizen does hold the right to sue and hold his government accountable and as ruled by a Superior Court Judge ad if they lose a staff county attorney cannot collect attorney fees that’s why the ount (the oo old boys-special iteest) paymyou txdolarsndhy remn a sty in private pratice so when someone sues the county the lawyer can collect legal fees on top of their already salary of tax payer dollars.

Now what do you call that?

So instead of you trying to front on me --learn the facts-- if it was not for what I did for you-- you wouldn't have the few new parks, roads improvement -- new fire equipment and etc...

Instead of critizing me - you should be thankful I stood up for you -- but that wouldn't get you any attention now would it.

So go ahead -- what you want to put me down for next --come on wit it-- I know where I stand and what I have done --bring it

Since I don't have an opponent I won't be doing much public speaking to allow the candidate with opponents to run for the July 15th primary.
But we are planning on doing the 4th parade and speaking later at the park.Also the Democratic Party have some events coming up that I will be attending and speaking -- I will post them here to keep all informed.

See to me thats how I am going to learn -- from you the public -- thats why I am replying to posting on this forum to spark a dialouge here to see whats on you the voters minds.
This election comes at a time in history like no other election in our lifetime. It is critically important that those of us seeking your vote and support be a clear and concise as possible with the people about how we will move forward. So I hope my being here with my website gives you a good sense about where I stand on the serious issues facing our county.
I don’t want to spend the next year or the next four years re-fighting the same fights that we have in the past. This election is not about whites versus blacks; young versus old; it’s about the past versus the future. I want to be the Chairman of Douglas County representing all the people, black, white, blue, green or brown. County government is the closest form of any taxing government to the people; therefore all people must be represented the same – no separate but equal, just government for all the people.
My goal in this campaign is to engage you the voters, and hopefully you will get in touch with our campaign and give us your thoughts. It’s time to put your local government back in your hands, where it belongs. If I want to have policies that are good for the people, then I need the people to help make those policies.
I have always tried to make a difference in the lives of the people. I don’t run for polls, but by my principles; not by calculation, but by my conviction. And I run for the chairman because I am the person this county needs right now. I run to offer this county change that we can believe in. I am in this race to tell the good Ol’ Boys and Special Interest seekers their days of setting the agenda in Douglas County are over. I’m in this race because I want to stop talking about the outrage of spending 65 million dollars a year on salaries and benefits to hire all their friends and start actually doing something about it. I’m in this race to end the Good Ol’ boys lying about SPLOST and raising taxes just to get the money and do what they want with it.
That’s why I’m asking you to stand with me, that’s why I’m asking you to get out and campaign with me, that’s why I’m asking you to stop settling for what the Good Ol’ Boys and Special Interest Politics of Douglas County say we have to accept. In this election - in this moment – let us reach for what we know is possible. A better life where we have chosen to live.

I have to agree and disagree on some things.

First, I think it is great that a candidate would come on here to talk to "the people". More should do it.

Second, I think if the candidate does it, spelling and grammer should be somewhat correct. Not perfect, but some of the things the previous poster pointed out were total turn offs for me. I hear enough of that crap when I walk thru the mall. I certainly don't expect it from someone over 19. And I would not use my vote for someone who does speak that way, regardless of color.

Third, you keep referencing 65 million wasted on county salaries. My spouse is a long time employee of the sheriff's department. I can assure you, in that area at least, there is no waste there. He makes what entry level corporate employees make starting out, and he has been there over 10 years.

Yes, there is tons of waste in the countys budget, but our emergency workers certainly are not on the receiving end. When I read about you cutting the waste in salaries, I know you are not the candidate for me. Our family of 4 would starve if you won. But thank you for your candor.
