Simply put, it's the population in the city. It's not just the population, it's the income levels of that population.

I agree. Our population does not have the income required for such establishments. We have far too many low income/minimum wage jobs where people do not earn a living wage. Then again, Tifton has a Target distribution but no Target. They also have the interstate and US 1 is still a major US highway that runs the length of the eastern sea board. Those are all factors including the traffic produced in each county.

Waycross has US 1, US 82, US 84, lots of travelers and the swamp park. Tifton has US 82, I 75, lots of travelers, and the agriroma. Douglas has US441, and Neesmith wanting something for free.
