The long awaited Douglas PD article on the recently terminated City Employees is published in weekend edition of the Douglas Enterprise. This article and previously published articles concerning City employees combined with incidents published over the past year shed an interesting light if taken as a whole.
The infamous noose incident led to the firing of a white officer, not for tying the noose but making a comment. The complaint on the noose incident was made by a black officer more than six months after and only when he was being transferred not as a punishment but as a departmental necessity. The white officer was fired, appealed his termination to the City Commission, where his termination was overturned but transferred to another division within the city. During the white officers appeal process, the City Commissioners had a referendum pending to eliminate employee appeal process to the City Commissioners to avoid political influence. Two more white officers were terminated, to include city gas employees later reinstated, after the referendum was passed and now two black city employees are terminated not having the ability to appeal to the City Commissioners. Commissioner Olivia Pearson publicly stated she did not know what she was voting for and if she had known she would not have voted for the appeals process change. She did not attend the referendum meetings or vote on this issue. Her outrage is suspiciously timed and only verbalized when her ability to assist black terminated employees was effected. Clearly the City Commissioners (maybe not all) are voting according to racial lines…I say, stop making race the issue and do your jobs based on the citizens as a whole or RESIGN!
The NAACP is present at every public City Commission meeting: they requests and are granted private meetings with City Commissioners and Douglas PD executives lobbing for their one sided agenda. Fact finding and equal accountability are within NAACP’s mandate; their persistence in finding non existent discrimination actions only promotes segregation of city employees and discrimination against non-blacks. The repercussions of these non existent claims have cost tax payers time and money…false accusations need to STOP! Fight the battles that have merit and use truth to obtain justice.
The series of articles on Douglas PD terminated employees’ revealed criminal actions which the District Attorney should have prosecuted. However, within this investigation departmental violations were discovered to include theft of city time for personal use, dereliction of duty, in subornation, and moral violations.(Keep in mind that two white officers were recently fired for their violation of one or more of the aforementioned infractions.) All of these terminated employees individually made a conscious choice acting in a manor that violated law and/or departmental policies and should be held accountable for their actions.
Individual responsibility is something that has gone to the wayside. Even when we make our own decision(s), knowing full well of the consequences, as a society we no longer accept what we have done but point fingers at others to justice our own misconduct….

You're right. They can, now. Once OP and Larry get all the whites fired and blacks hired it could be a different story.
I think Jacobs is doing a good job, all things considered. Would not be surprised though if he leaves soon.

Pray tell me what is wrong with taking a rope and making a noose with it? All nooses that were made over time were not just for blacks. I imagine that 10 times as many whites hung from a noose than did blacks. Does this mean we can't own a whip or a leather strap. There are more blacks killed each year in NY city and Chicago by guns, than were hung throughout history. That's were they need to be gripping. Give me a big break.

Another thing, in the meeting were Dennis Josey said "these people" Larry Nesmith had said the same thing "these people" several times. What was the beef? Other than a white man said it. Had I been in Josey's shoes, I would not have apoligized to baldy one iota. He is just there to stir up trouble. Notice the ones having conflict with the light bills looked all healthy and able to work, but all said they were on fixed incomes. Leaves one to wonder what kind of fixed incomes they are on. Its had for me to believe that they have 700 dollar light bills.

so I just read the article in the paper about "Smith and Bivens", first, is Nesmith saying these two should not have been fired (I cant keep up with that mans thought process) and secondly the part where he said he had $15,000 to give her...I'd like to know where he got that money, sounds like he picked it off citizens he stopped and Im sure I know what he was doing hanging out in his car at night and I think he was doing it with another mans wife. Tuthfully I believe this man should be arrested for pulling guns on those men.

Actually everything released to the Newspaper was public record because they used city time or equipment (car,phone). And In fact if Bevin and Smith hadnt cheated with one a nother this wouldnt have happen, js. How are you gonna blame this on the father inlaw or husband, they had the right to rat Smith out if he had the right to screw another mans husband.

(a) As used in this article, the term "public records" shall mean all documents, papers, letters, maps, books, tapes, photographs, computer based or generated information, or similar material prepared and maintained or received in the course of the operation of a public office or agency. "Public records" shall also mean such items received or maintained by a private person or entity on behalf of a public office or agency which are not otherwise subject to protection from disclosure.

The victim (Mr. B, Sr.) still has the right to file charges (warrant application) against Officer Smith even if the District Attorney refuses to file charges. If charges are brought against Officer Smith and he is found guilty he then will face de-certification from Police Officer Standards and Training Council ( http://www.gapost.org/ ), If found guilty by P.O.S.T. he will no longer be employed as a law enforcement officer in the state of Georgia.

The simple fact that a complaint was filed against Officer Smith, even if off-duty, an investigation was conducted based on the complaint; all records pertaining to this incident are open records. The fact Officer Smith had a subsequent complaint, incident occurring while on duty, an investigation was conducted; all records pertaining to this incident are open records.
According to specifics published in the newspaper and Georgia Law; Officer Smith has no legal recourse for a lawsuit that would prevail. He may try suing but he would not win.

Thats right nana.How are the Bivens going to cause Sheila so much pain when francis is doing the same thing and has been for many years. he has had women in his house, in the lil house behind his, he has taken and sent SEVERAL young ladies to Jacksonville to get an abortion,young ladies has cut all 4 of his tires and scratched them up real bad because he cheated on them. come on now... he has did her wrong since he been marry. I dont care for neither one of them to be quite honest because shes stuck-up. They think they are better than anybody else. He just been able to lie his way out his crap. HE IS A PUNK.

LOL, no I am not Jack Cliet of the Douglas Police Department. Someone else asked me if I was an employee with the city of Douglas. I am not, nor have I ever been and employee with the City of Douglas. Just to answer the other questions asked of me; I am not a Law Enforcement Officer and I am not an Attorney.

My interest is studying the Positive political theory or explanatory political theory...My final study results should be fantastic with the amount being provided by the City of Douglas.

Why should it matter who I am? I have freedom of speech. My suppositions are gleamed from information published in the local paper or City Commission meetings and I am not accountable to any employer. Oh…I am a stay at home mom.
