This is all public knowledge Times Dispatch put this out for 2011-2012. Dont think anything has went down. So if we are in such a bind why are we paying these public officals so much. I have even heard some of them complain they cant make ends meet. Now I will smack them and tell them to sit and stay.
I dont like Lippa but he should make more than the school super. He has more responsibility and he could get killed. The school board doesnt even like Killough and they pay him an ungodly amount of money to super what four schools. You be the judge.

While most citizens barely make it in Caroline County we pay the salaries we do. Just think when making the poorer citizens make up for the missteps of present and past supervisors. No new tax rates! Do not cuts schools cut the pay of the fat cats. If they complain get rid of them. Someone else will do it cheaper and I gaurantee better.

these salaries are hardly too high. A commonwealths attorney should surely make more than 113,000. If the rest of the residents dont like their paychecks, then go to school to get an education for a job that pays. these salaries are lower than the counties to the south and north.

These salaries are on par! Not for a county drowning in debt! Some on that list have only a high school education. So to say go to school for a better education is a broken arguement. 4 on that list are just good ole boys who always have lived here so why not give them a job. Vote no on the bond referendum no more new debt.
If we cant afford to have schools then privatize it.

If these numbers are accurate, I am disgusted. Finchum is Director of Panning and Community Development, really, look at the county is he doing his job? I think not. Mr. Spencer seems to need a raise, all the others, like I said disgusting. This explains why the school system can't get the money they need.

Do you really see what these people do in their jobs? No. You only know what you read in the Progress or hear in gossip circles. Why don't you ask to shadow some of these folks for a day or two and also understand that these people have a lot of training, experience and knowledge in their respective fields.
Stop the armchair quarterbacking and offer some real solutions.

I know them and there is no way all them deserve the inflated salaries. Kilough makes more than the Sheriff @ 133,000 a year. I think that is BS. You also had two asst. supers making six figures. One is gone but we only have four schools. I pose this to everyone because we are not only seeing this at the national level but at a local level. They ask us who are making a whole lot less to make up for mismanagement and missed opportunities. If people knew what we are spending our money on they would be dissgusted. They want to cut EMS and Police force which is a must have to pay someone six figures for a job which really hasnt been effective. More taxes and bond referendums isnt the way to go.

I see what these people are NOT doing in their jobs. Perhaps some of these folks should use their training, experience and knowledge, that you seem to know they have, and show the county results. Perhaps, accountability! I believe THEY are getting paid to "offer real solutions" otherwise we don't need them, do we??

All they do is hew and haw about how hard their job is. There is no accountability at all. A tourism director for what? I dont see any tourists. Do they have tours of Caroline pines? You can huff gas with lot lizards on our bargain tour. If we get high taxes and they havent cut any salaries we will need to vote them out all BOS. We need to elect a whole new regime. They have had their chance now out with the old.

not so much what the sheriff gets paid on paper but what he gets under the table.......deputy goes into garage to get car maintenance and signs blank charge slip and leaves and never sees charges.This has been going on from day 1 of Lippas first term .Any deputy questions anyone from garage owner to another deputy he/she is gone in 24 hours.Garage owner slipping Lippa lil something not so lil every couple months or so also no where is what they get paid for extra security no where Ever tried to find Lippa during girls basketball season Good Luck on that one......

Its so funny how yall blame county employees and their salaries for the state of the schools. I hope this referendum passes and taxes are raised to improve schools. That will help with businesses coming into the county. Caroline needs to get rid of the back woods reputation that it has. We have a couple of businesses coming in now but to lure the big fish, the schools must improve.

Co. employees are not to blame for the state of the schools however county admin/BOS are to blame for on-going waste of taxpayer dollars and now when the schools need improvements etc., seems no money to be found. I think we all understand most county employees do not make enough money. However with the salaries these individuals (listed) are receiving we want to see a diff in this county and we are not seeing improvement in most areas. We are not seeing growth, no new businesses are coming, we do however have a new visitors center???
Taxes should not be raised to improve schools. We would like to know where all the tax money, we pay now, is being used. Soon we will pay the same tax rate as the counties north and south and we don't have near the opportunities, jobs, schools or retail establishments these counties offer. Let's take a hard look at each of the individuals listed and ask are they performing enough to deserve this money. Lippa and Spencer, probably so, the others......?

Some of the individuals listed are doing more than their fair share of their job description since cuts were made a couple of years ago positions under them have not been filled, so who do you think is picking up the slack.
On the garage bill thing -- all inuendo. Where's the proof? Like I said above all we have is gossip on these blogs an no solid proof.
Again, I ask the blowhards here...have you ever shadowed one of these folks on a given day or two...and I don't mean playing private eye by following them around outside the office. I mean actually sitting right beside them and watching their everyday decisions. You might be surprised at what you REALLY learn.

Well.. we prefer to not sit right beside and watch them do their jobs because we have jobs and THEY are being paid and trusted to do theirs, I am not. I am however helping to pay their salaries therefore as a responsible county taxpayer, I will question their performance and condition of the county. If you feel these individuals are effective in their jobs, then I am curious to know who you feel should be held accountable for the poor conditions in the county.

Frank, Frank you are not getting the point. We established that we are a rural preservation county. That being said we are going to get taxed like a regular county. We made the decision that we would stay rural provide good enough schools and support it through reasonable taxes. Now we come to a point where a small rural tax base is being looked at to provide the revenue for a non rural county. If we are going to change what our mission statement is then we should do so. We are hiring people at higher wages than our tax base can provide. We built a libary in Dawn that was a politcal boondoogle. If rural why dont we foster growth in the areas set aside for it. the waste water plant should be near the bigger population to serve the communities that would welcome hook ups to pay for it. The way we are set up now we cant keep raising the tax rates and just hope it gets better. We need cuts to salaries and run with only the essentials. Why build out near Bowling Green? Build near 95 where there is at least the possibilty of someone spending money there. NO new Taxes! Vote no on Bond Referendum!

I agree with you about development near the area of commerce I-95 and the RR line that runs through the county. That makes sense, but unfortunately the waste water treatment plant is on Polecat Creek because it needs a viable source for outflow. There aren't too many west of there that I can think of. Can you? As far as salaries, I don't think you'd be able to retain the administrative personnel and their experience if salaries were based lower. I'm sure with your job experience you'd hate to have to look for work elsewhere and move because your salary has gone down. It's not like these people have jobs with golden parachute clauses in their contracts.

--Sunshine, what do you question about their performance? What do you quantify as "poor conditions?"

I see Lippa and crew here are working overtime against the bond referendum for schools-just not enough that all the money is in the sheriff's department they want to make sure it does not go to the schools-hey did anyone see the paper about all the money not accounted for in that department in the audit

I feel there is a lot of waste in the county.They have so much waste. We could do a lot of things, to help with this but no one will use their heads. The schools suck because the teachers are not doing their job .I KNOW YOU WON'T LIKE THAT BUT IT SHOWS JUST LOOK AT THEIR TEST SCORE'S. Wake up people. We can't afford a new school and that's a fact. We run buses to take kids home from after school events and sports if you want to play let someone pick the kid up. Home schooling would help a lot and we need to look at the tech schools we can let the kids stay home get his or her lessons on the computer. If we can spend 12 million on a school why not spend the money for every kid in our system to have a computer? I have younger friends getting Degrees OFF LINE ON THE COMPUTER .Why don't we as a county be first to do something about our system instead of being last? There are so many thing we could do but everyone wants the same old school system. I have a lot of new ideas to save our county money but they like it, like it is I guess .
