There's zero reasons why SS and the IRS aren't catching these criminals long before they do. Their computer systems can, but don't contact the rightful owner.

Is no identity theft. Is Identity purchase. Do you really think these people go to steal some one else stuff. Most of these people buy "fake papers". where do they come from who knows.

If somebody steals your identity, uses it to get married, fathers a baby, and then absconds can you be held liable for paying child support?
