Nearly every department has the same problem, Terry Sullivan, has the needed credential, however the NEW CITY ATTORNEY; replacing the previous CONFLICT OF INTEREST; brings with her another CONFLICT OF INTEREST.
By law city council meeting minutes are to flow and be transparent; they are not.
The building department is in shambles, the police department has no qualified chief in place.
The city finances are a train wreck; it is 2013 line item audits are necessary.
Hiring unqualified friends and family, replacing one conflict of interest with another will get Blue Island NO WHERE.
Indeed; THIS IS A DISASTER LOOKING FOR A PLACE TO HAPPEN; in Blue Island.
Receivership would be the best route; because the BIIPS are unwilling and/or unable to take appropriate steps to protect Blue Island, its assets, the people, or the public.
Blue Island's leadership lacks a moral, and ethical compass. They have Blue Island lost and on a collision course.
The Really Scary Part

They should be ashamed and clearly are not. The really scary part is the BIIPS are looking for praise FOR THEIR LAPSE AND LACK OF GOOD JUDGEMENT.
Mental Health Services

ComPsych Corporation provides the City of Blue Island's mental health services. From what has been widely distributed by city council members it is evident they are attempting to rationalize poor choices and defend high risk behavior.
The mentally ill population engages in the very same behavior; help is needed. Please engage and participate in therapy.

The current policies are not even justifiable.

The Administration and the Council have had to make very tough decisions including laying off many employees and not fill various vacancies that have come up over the past 6 months. We have had to cut spending and put off making other repairs and purchases because of the money situation. The Mayor has gotten a lot of flack because of the restructuring of the departments and putting in new Directors to oversee the departments. It is BECAUSE of these new Directors, mainly John Rita, but also Terry Sullivan, that many of the reductions and net SAVINGS in payroll have been made possible. It has also made people accountable and given someone to say NO to reckless spending because 'it was appropriated, so we can spend it' thinking. The savings in payroll and other expenses discussed in the presentation would not have been possible, in my opinion, without the Directors. Particularly, John Rita and his close oversight of the Police and Fire Department as well as Public Works and Water Department in the absence of a permanent Director there.
There is no budget. The City uses a process called appropriations. In the past, appropriations were looked at as a 'wish list'(if I had a nickel for every time I have heard that during the last Appropriations procedures, we wouldn't have a shortfall!). So, when there was spending, it would be said, well we appropriated for it, so we're OK. At the beginning of the process this year, It was estimated there would be $16 M coming in and $42 M was appropriated to cover everyone's 'wish list.' That is how it's been done over the years. I believe that's how the City has gotten into this situation

This is how Blue Island has gotten into the current situation.
Failure to use common sense.
Line item audits reveal every detail regarding where money is spent. Why wasn't a line item audit completed?
After a line item audit determinations can best be made where spending can be decreased. Why wasn't that done?
Departments without credentialed people place the municipality at risk. Why was this allowed?
Failure to follow policy and procedure places the municipality at risk. Why is this being done?
Friends and family cost money and places the municipality at risk. Why is the new mayor promoting this?
Conflicts of interest place the municipality at risk. Why is this being done?
Unemployment insurance costs money. Hiring higher while laying off and paying unemployment and for under employment costs more money. Why is this being done?
Why has common sense been thrown out the window by the BIIPS?

It makes us wonder, what kind of a CPA is Alderman Hawley? He provides the smoke and mirrors, and no line item audit. He looks us in the eyes, and lies to us.

Hawley, is doing what he is told to do. He is John Rita's biggest supporter. The idea is to inflate the debt, hire loyalists and terminate the opposition. Then in four years they will be able to mildly improve the overblown debt. Debt that could have been avoided right now. They will campaign on John Rita's record and tell the local residents that they saved the city. They will say that Peloquin created the debt. They will LIE. Fools will fall for their rhetoric, but we enlightened will be there. All of us, united together to save BI!
Just remember, Hawley supports Rita!
The Current Mayor

Maywood, IL

The current mayor and current administration are responsible for the current debt and poor choices they are making. The previous administration certainly created plenty of debt but they are not currently in office and are not responsible for the current spending, payroll, or bottom line.
