What they don't want you to know.

You disassembled the Building department. Fired Bob- mega experience. In my opinion, harass Jim into resigning by one of your, in my opinion, thugs. You put a guy with an art degree in charge as Comissioner. You promote a gardener/ handyman to a Supervisor. You take the last experienced inspector and you cut his hours. You are up to something Domingo.

The information included in this presentation is reported from AUDITED financial statements. The last 5 years of which are available for download from the City's website. The path to follow to see them is go to www.blueisland.org click on Government, click on Finance, click on Annual Financial Reports (this is also in the presentation). This presentation was made to let the Council and the public know where we are financially. It was a TRUTHFUL representation of where the City is now and how the City has gotten there over the years. We are not trying to place blame or throw anyone under the bus, but the numbers don't lie. It's where we are. Together, we're hoping to fix it.
After about 6 weeks of trying, we were able to secure a Tax Anticipation Warrant (TAW)(basically, an advance on our next Property Tax revenues) from Beverly Bank. We were turned down by two local banks and one larger, regional bank. We were turned down BECAUSE of our financial situation. Without this TAW, it was a serious situation. We would not have been able to make payroll as well as our bond payment obligations. This is serious. Beverly Bank looked at what this Administration has done in the past 6 months and was encouraged by what is being done to correct our financial situation, the fact that we have recognized there is a problem and are taking steps to correct it. Thank you to Mayor Vargas, City Clerk Heuser, City Treasurer Bilotto and Finance Director Anastasia for working so hard to secure this for the City.

The Administration and the Council have had to make very tough decisions including laying off many employees and not fill various vacancies that have come up over the past 6 months. We have had to cut spending and put off making other repairs and purchases because of the money situation. The Mayor has gotten a lot of flack because of the restructuring of the departments and putting in new Directors to oversee the departments. It is BECAUSE of these new Directors, mainly John Rita, but also Terry Sullivan, that many of the reductions and net SAVINGS in payroll have been made possible. It has also made people accountable and given someone to say NO to reckless spending because 'it was appropriated, so we can spend it' thinking. The savings in payroll and other expenses discussed in the presentation would not have been possible, in my opinion, without the Directors. Particularly, John Rita and his close oversight of the Police and Fire Department as well as Public Works and Water Department in the absence of a permanent Director there.
There is no budget. The City uses a process called appropriations. In the past, appropriations were looked at as a 'wish list'(if I had a nickel for every time I have heard that during the last Appropriations procedures, we wouldn't have a shortfall!). So, when there was spending, it would be said, well we appropriated for it, so we're OK. At the beginning of the process this year, It was estimated there would be $16 M coming in and $42 M was appropriated to cover everyone's 'wish list.' That is how it's been done over the years. I believe that's how the City has gotten into this situation

The Finance Committee, chaired by Nancy Rita and includes myself, Ald. Donahue, Ald. Thompson and Ald. Chris Buckner, were pushing this year to bring that much more in line, to make it more like a budget. We moved the grant activity 'below the line' so we had a more accurate picture of the operating expenses compared to income. And we pushed and worked very hard to get the revenue and expense numbers as close as possible.
We are looking into moving to a Line Item Budget. That would help keep things in line a little more. It will also make the Directors and Supervisors even more accountable for what is being spent. We are looking into ways to possibly do things like restructure the Bonds to get a little breathing space and some much needed funds to make some things happen in town, including possible bridge repairs and other infrastructure improvements that are badly needed.

Nancy Rita and I told Matt during appropriations, our goal is that within two years, he won't have to hold checks and worry about whether he can send them out or not. But that isn't going to happen without a lot of hurt now. That's just the operating budget, by the way. We are so far behind on our payments on our Pension Obligation, that even if we start having money in the bank, it's going to have to go to the Pensions. And this Administration is committed to trying to get caught up or at the minimum, make enough contributions to match what the Actuaries are telling us we need to deposit on an annual basis. In 2015, the Pension Boards are able to sue the City for the City Sales Tax Revenues. Needless to say, if they sue us for the Sales Tax Revenues, the City is in a lot more trouble.

This has not been difficult. We almost didn't have Christmas decorations this year to save money. Mary Poulsen was able to secure a donation from Harvey Pallets that paid for those...in full! Thank you very much to Harvey Pallets! Others throughout the City Departments, like Frank Berini who got paint donated through donations from business owners and organized a group of volunteers with Ald. Frausto and Ald. Bilotto to paint the Western Ave. overpass at Rexford and Broadway to help clean that up, are doing with less and being creative to still be able to get things done efficiently and economically (in many cases free). Everyone is working together to make things happen in town and not spend a lot of money. People like Val Kehoe who organizes volunteers who plant and maintain public plantings in town making the town look better.

So this is not pretty. It's not been fun. It's been tons of meetings, tons of phone calls, tons of time. We are not lying to make anyone look bad. We appreciate the service of EVERY person who has ever been elected to serve the City of Blue Island. I can tell you from my experience just the past 6 months, you don't run for public office in Blue Island to get rich. You run because you love your City, because you want to see things get done, because you want to try to make a difference. It would be a lot easier if we had plenty of money to do everything. To redo the streets, to maintain and improve the sidewalks. There just aren't the funds to do it. What little is able to be done is coming from the TIFs which are for infrastructure improvements, there just isn't enough to do it all.
We're not Nazis and all of these other things people are putting on Facebook and Topix. This is real.

This is transparency. This is what you wanted when you elected the Blue Island Independent Party in April. This is what we are trying to do.

If you are still reading, thank you. It has to be said. It needs to get out there. YOU deserve to know. It's your tax dollars and we are working hard to make sure they are spent wisely and as effectively as possible

All of the above mentioned are not part of the solution, they are part of the problem. They deserve no thanks. They were in positions of authority and could have prevented this, but decided for their own selfish reasons to keep silent.

And at tonight's city council meeting, the city council created three more positions for their friends! They act as if there is no financial crisis, creating more and more positions. And the city council is ok with their policy, of no Police Chief. They think this position is not important.

This is the pro-tem doing damage control for the BIIP. My neighbor sent me a copy of this today. Defending his position to support John Rita and Vargas. Topix is exposing them for what they are. Corrupt. Taking our tax dollars and wasting them. They lack the ability to retain businesses. You really should not use an alias here. Isn't that what you stated in your original email to my neighbor? Politics sucks Tom.

Nearly every department has the same problem, Terry Sullivan, has the needed credential, however the NEW CITY ATTORNEY; replacing the previous CONFLICT OF INTEREST; brings with her another CONFLICT OF INTEREST.
By law city council meeting minutes are to flow and be transparent; they are not.
The building department is in shambles, the police department has no qualified chief in place.
The city finances are a train wreck; it is 2013 line item audits are necessary.
Hiring unqualified friends and family, replacing one conflict of interest with another will get Blue Island NO WHERE.
Indeed; THIS IS A DISASTER LOOKING FOR A PLACE TO HAPPEN; in Blue Island.
Receivership would be the best route; because the BIIPS are unwilling and/or unable to take appropriate steps to protect Blue Island, its assets, the people, or the public.
