Local government

The Tribune's March 30 editorial ("The state of this state 2014; A state of distress") notes that Illinois is No. 1 in the U.S. for the number of local government entities with 6,963 for its 12.8 million people (which is one local government entity for each 1,800 people).

Texas is second with 5,147 LGE, but since Texas has 26.4 million people, that's an LGE for each 5,100 people.

The excessive number of redundant LGE in Illinois contributes not only to waste, fraud and abuse but is also part of the pension problem since the Illinois Constitution prohibits changes to local government pension benefits.

The many unneeded and useless local government entities clearly contribute to political corruption in Illinois with nepotism and cronyism.

This becomes pervasive and infects all of Illinois politics. But since the LGE are sources of political power, it is unfortunately unlikely that this will change.

If the Tribune is looking for the real drag on Illinois' economy, this is it!

Mr. Kadner why were you not at the Calumet township annual town hall meeting held on April 8, 2014? You could report why Triple Dipper Township Supervisor Robert Rita was not there, and actually no annual town hall meeting was conducted. These are the important issues that would give your readers INSIGHT on corruption that surrounds Robert Rita

◆ Allow any and all of the state’s 1,433 townships to dissolve by referendum, as Evanston Township did. Evanston had to get special permission to do so, as current state law requires that all the townships in a county be dissolved simultaneously. But if that’s too much reform for our reform-allergic state, how about we allow any township that has the exact same geographic footprint as a city — such as the township and city of Evanston — to dissolve by referendum? There are about 20 of those.

Former Pembroke Township supervisor pleads guilty to theft

Former acting Pembroke Township Supervisor Leon Eddie Mondy pleaded guilty in federal court Wednesday to stealing more than $60,000 of township money from August 2012 to May 2013.

Mondy, 35, is scheduled to be sentenced Jan. 23, 2015, in Peoria. He pleaded guilty to one count of wire fraud Wednesday. He faces up to 20 years in prison and a fine of up to $250,000.

The crime is the apparent result of Mondy's penchant for gambling. He admitted that during the time he served as Pembroke supervisor, he withdrew more than $60,000 in cash from various township accounts he had access to and spent the money on gambling. According to court documents, Mondy lost $67,418 from gambling during the same time that he made $66,434 in unauthorized cash withdrawals from township accounts.

He withdrew the money under the false pretense that it would be used to benefit the township. The accounts included Insurance, the Illinois Municipal Retirement Fund, Water, Community Center, Employee Deductions, Senior Nutrition and Social Security. The cash withdrawals varied from as little as $300 to as much as $3,542.

Mondy is the second Pembroke Township supervisor to be deemed guilty of criminal wrongdoing in recent years. His predecessor, Larry Gibbs, resigned as supervisor in 2012 and later pleaded guilty to income tax evasion. Mondy, a township trustee for 4 1/2 years, was then appointed supervisor by his fellow trustees. He ran for township supervisor in the 2013 election but was defeated by Sharon

There is scant evidence that Evanston Township ever existed.

The township office has been shuttered. The website was deactivated. The stationery has been chopped into scratch paper. And the township's metal street sign is gathering dust in the basement of the Evanston Civic Center.
