Victor and Maurice have been keeping a secret from the City of Orange Cove...

In 1971, EOC awarded the City of Orange Cove a grant in the amount of $94,537.00 for a Day Care Center. In 1973, the City approved the lease of the triangular property bordered by 5th, Railroad and G streets for the purpose of building this Day Care Center. The City then gave Target Eight a grant of $33,000.00 to build & administer the Day Care Center.

The terms from the City was as follows; For the first 5 years (1974 - 1978) Target Eight would pay $1 to the City for the lease, while Target Eight would make improvements to the lot (curbs, sidewalks, gutters) after which time, they would be able to negotiate a 20 year lease, renewable for another 20 years. After the first 5 years, the lease was to be negotiated with rent not to exceed the commercial rental value of the property without improvements.

So if the Target Eight lease was negotiated in 1979, by the executive director, Victor Lopez, who did he negotiate with? The mayor of Orange Cove, Victor Lopez? And if the lease was renewed in 1999, did the executive director of Target Eight, Victor Lopez re-negotiate the lease? With whom? Was it the mayor of Orange Cove, Victor Lopez? Is there a copy of the renewed lease agreement from 1999 available? Surely Target Eight would have a copy of that lease agreement.

Bottom line, Target Eight has represented itself to the State of CA Dept. of Education that they are the lead contractor for the Orange Cove Day Care Center. This is fraud. The EOC grant to establish the Day Care Center was awarded to the City of Orange Cove, in 1971, and the City unfortunately chose Target Eight as the sub-contractor to administer the Day Care.

In other words, the relationship between the City of Orange Cove and Target Eight regarding the Orange Cove Day Care Center is the same as it was with the Julia Lopez facility.

Only with the Orange Cove Day Care Center, Target Eight has not been paying the commercial rate for that facility, depriving the City of much needed funds. Also, as Orange Cove is legally the lead contractor, they are supposed to receive a percentage of the State funds that are designated to fund the operations of the Orange Cove Day Care Center.

Target Eight has been withholding this information from the City for years, and in so doing, has cheated the City out of lease revenue and State revenue for over 3 decades. It is time that the City of Orange Cove assert its ownership of the Orange Cove Day Care Center, remove Target Eight as the sub-contractor, and put in place a new sub-contractor that can administer the Day Care program in an ethical, professional manner, like what has happened at the Julia Lopez facility.

Target Eight ran 2 day cares, the OC Day Care & the Julia Lopez Day Care. The City chose Madera CAP to run Julia & with less money, Julia now serves 42% more children with a stronger program, than it did under Target Eight. The City needs to replace Target Eight at the OC Day Care as well.

It takes less money because they are hardly ever open. They close for every holiday and are only open from 8-5. Most ppl have to work those hours so its hard to drop your kids off and be at work on time and they want them picked up at 5. I have to try and find someone to drop mine off and pick her up because I need to leave her from 7:30 till 5;30 and they won't do that. The way it use to be was like from 6 till 6 and worked good for me.

In addition to being open less hours per day, the Madera CAP also cut staff and programs for the kids.

Day care implies what? A job fair?

These day care centers are intended to provide Day Care for children - not to provide jobs. The clowns running Target Eight see it as an employment vehicle for family & friends, and the more resources that are used in Over Staffing are resources denied to provide the Day Care service to the community.

Victor can talk about a few jobs lost, I'll talk about the 40+ kids who benefit from having Madera CAP run Julia. It's about providing Day Care for as many kids as possible that qualify, not jobs for friends & relatives of Target Eight.

Some people don't have the option of taking their kids to work with them or having the money to hire a babysitter (or have the State pay for one).

Most daycares offer early morning (6am) drop-offs to late (6-7pm) pick-ups.

And it's not just about the positions eliminated, it's the programs that were cut, which gave the pre-schoolers a head start before going to kindergarten. Now they're stuck in front of a TV to watch cartoons all day.

Another item that was cut is the food service. Instead of getting healthy snacks & meals, they're getting candy and kool-aid.

Keep blaming Victor all you want, but you're not looking at all the facts in defending Madera CAP.

Very well said!! Some of the teachers that are there now don't speak english and thats hard on the kids that don't speak spanish.

Teachers..
How is it possible a teacher be a teacher with no english? It sounds like there aids and they go the simple process. In other words they take a simple trianing in childcare day care.

I do agree on that and I was for the family of Lopez and Mauricio. I'm sure qualified people applied but wasnt given a chance.now unqualified teachers and aides. Too many aides for so little kids for example one teach two aids plus a school student or two..

If this is true Mayor Jimenez better get to the bottom of this. The city should end any business they have with Target Eight because they have proven themselves to be shady business people.

It boils down to this: the City was awarded the grant to establish the OC Day Care. As such, the city is the lead contracting agency, not Target Eight. For decades the city has been denied their percentage of the grants to administer to program. We're talking about well over $1Million in revenue denied to the city by Target Eight over the last 3 decades.

Add to that the commercial rate for renting the property, which should have started in 1979, and you have a case where Target Eight has defrauded the City of another $1Million+ in revenues.

And you have Target Eight board member Dianne Guerra-Silva ranting about West Hills Oil selling gas to the city, but being silent about Target Eight defrauding the city of much needed revenue.

Mayor Gabe needs to wake up to the corruption that surrounds Victor Lopez & everything he gets a hold of. The city needs to divest itself of Target Eight as the Day Care subcontractor, and ask for an independent criminal investigation into Target Eight for fraud.

There are a large percentage of people on the target 8 board itself that dont understand english. Victor Lopez tells them how to vote yes or no. That is fact, that is why Victor Lopez will not not anybody get the tapes from the meetings.

They can't withhold public records from the public. Why doesn't the new mayor or someone at city hall request all this information from Target eight Board?

If you recall, the city requested the By-Laws from Target Eight, they were stone walled by Lopez & Castillo. I had to find their By-Laws, and in so doing, found so many legal issues to prove their operating by fraud, it's not funny.

So to ask Target Eight for anything that might cast a shadow of doubt on them, good luck to that.

All the city has to do is get a copy of the Grant Declaration from EOC, dated July, 1971, that awarded the City of Orange Cove $94,537.00 to "Establish" the Orange Cove Day Care. The city needs nothing else to prove ownership of the Day Care, and the fraud perpetrated by Lopez & Target Eight. Lopez, Castillo, Roy Rodriguez, & Diana Guerra-Silva have a lot of explaining to do, as Lopez is the architect of Target Eight Fraud, Castillo the Chairman, and Rodriguez & Guerra-Silva board members as well as city councilmen while this fraud was taking place under the table, on their watch.

C'mon Diana, you need to scream at the city council, admonish them for not acting fast enough to take the steps to uncover the Target Eight fraud! Make some noise! Ask the questions that need to be asked! Why is the city not not ripping the Orange Cove Day Care away from the corrupt Target Eight that you are a part of, and getting a qualified sub-contractor in there? Why aren't they asking the DA to investigate T8 for fraud? And if they don't answer you right away, shout at them, ask "why won't you answer my questions?" Aaaarrrgghhhhhh!
