I am asking what should be the rule. Not what it is. and not what people favored based on which candidate it helped.
I favor basing it on intent. some names are more difficult to spell than others. some ways of spelling a name would be pronounced the same.
Lisa and Liza
Mur cow ski and Mur kow ski
Murkowski and murkowsky
Someone could go back to the principle of ancient languages, and try to draw a cow and a pair of skis, after the Mur. Intent would be clear, depending on whether it looked enough like a cow.
