Sounds like a program we should implement here in Iowa.

It's last-generation technology, THAT'S why it hasn't been more widely adopted. Current generation technology involves the use of bracelets or anklets able to be tracked via GPS. These old things have to be manually tracked by teams of people on the ground lugging something that looks like a big old TV antenna.
