I could not find anything in 625 ILCS 5-11-306 Chapter 95.5 which says that rolling stops are prohibited on "right turn on red".

Is this documented somewhere else? Give me liberty or give me death.

Just received a $100 fine for violation no right turn on red...honestly do not recall seeing the sign. The amount of the fine, is ludicrous. The two photos shows my vehicle stopped in one shot, and then 5 seconds later moving thru the right on red. There is a merge lane here, so I don't get it.

My question, has anyone succesfully contested the violation?

I'm programming my mapquest to "avoid Rosemont" in any and all directions. But, we can stop this!

Clearly they take advantage of everyone being on the way "somewhere else," so nobody follows through on this. But I've had two now, and I'm local, and I'm pissed.

BE SURE TO LOOK AT THE FOOTAGE! they sent us a $100 fine for "turning on a red signal" went to the site reviewed the footage there was a GREEN ARROW, and a car the turned in front of us on a GREEN ARROW we detested the ticket, circled the footage and all for them, we just got a returned answer saying we were LIABLE for the $100 bullshit call, May you crooks wear your glasses because you're about to see it on a billboard how wrong you are!
