Sounds like these folks are trying to sell credit hours like sacks of fruit. It does not appear that the president or regents have considered the external factors that affect a students life and ability to attend classes. It does not seem like they have actually defined the reason that it takes students more than four years to graduate. Until they figure that out they continue to generate inferior solutions for a symptom and the problem goes unresolved.

Yes. This is a numbers game to try to make the school's graduation rates look better. Sounds reasonable to the administration because they had mentors and guides outside of their alma maters who showed them how to navigate the maze to succeed in this environment.
More degrees could be awarded if departments would encourage advisers to make 5 and 6 year plans for working students to carry less credits per semester. This approved plan only ensures to overload students resulting in rising dropout rates due to crash and burn syndrome.
P.S. GPAs will also rise if credit loads are reduced meaning foundation objectives learned in introductory courses will result in unbelievable success in the upper level classes. This approach makes graduates workforce ready.
