I don't see how an english proficiency test is constitutional, since there's no official language. Can you say discrimination?

Why bother with an ordinance when there haven't been complaints on the issue? Seems they should be worrying about people being overcharged, not whether they can speak english.

The one REAL problem that they need to focus on is the unlicensed & uninsured gypsy operators or "Condo Cabbies" as they have been called. We have all been to the airport and seen them with their makeshift signs, baseball caps and bermuda shorts, NO ID badges as required by Palm Beach County Ordinance - and getting away with it. Nobody seems to bother them. The FAA, and the airport REQUIRE everyone working there wear an ID badge, and the drivers and vehicles are REQUIRED to be permitted by Consumer Affairs, yet these gypsy cabbies have been getting away with this for years and NOBODY seems to be addressing it. I think it is much more important that the County address and eliminate these gypsies than it is for the County to be worried about a drivers ability to diagram a sentence or conjugate a verb.

They ought to be tested for their driving ability every once in a while too. I have never seen such poor driving skills.
