Have you ever tried to get a current report from IMPD? It is nearly impossible for at least 2 months after the fact. The systems is a good idea but you have to be able to get the reprots that you want. Someone (Mayor or Gov.) has to take action to get the IMPD officers to get their reports in on a timely manner.
