Lack of emergency info from Delhi

I would like to comment about the fact that there was no information on the radio stations from Walton or Oneonta about Delhi during the Flood. Of course any one listenting for this emergency info was informed about 27 times per day that "Curves" was closed - no shelter info - no condition reports. Walton reports were excellent - where to find water - food -shelter - help most anything but nothing for Delhi. Anybody know why this happened - do we have a comand center when there is a disaster? Doesn't anyone in charge have a cell phone to call the radio stations???
