Former Ashley fiscal officer accused of theft in office
Friday, May 28, 2010 11:50 AM
By Dean Narciso
The Columbus Dispatch

A former fiscal officer in the Delaware County village of Ashley accused of stealing almost $17,000 in payroll has been indicted on one count of theft in office.

Tamera Griffith, 38, of Fredericktown, oversaw village fiscal operations from June 2006 to June 2009.

She was responsible for depositing funds, processing payroll and issuing payments for the village expenses.

If convicted, she faces up to 18 months in prison and a $5,000 fine, according to the Delaware County prosecutor's office.

In May 2008, the village council approved an ordinance that requires two signatures on all checks issued by the village. However, an investigation revealed that Griffith continued to write checks to herself, with only her signature.

In June 2009, after council prohibited her from signing checks, Griffith resigned.

Griffith's replacement, Pam Starling, who took over the job in March, resigned today.

Lets Start by cutting Mayor that would save thousand of dollars just in attorney fees. I realize alot of companies are having to down size due to economy I just find it hard to believe council would even consider Johns wishes to get rid of police dept and maintenance. If you lay off office staff which wasn't she mainly the one getting the over time any way? Yeah it would help not paying for her health insurance but she doesnt have it any way her husband carries it on her. Get rid of legal hungry mayor. That would save village! Sure wish Tammy was back she would know how to fix this problem. She was one of the best things that ever happend to Ashley really hated to see her leave. Hope she is doing well where ever she fell off the planet to. The poor Pam I feel sorry for her getting thrown into such a mess. Good luck and don't fall under the spell that other's did (just do what Johns says to make him happy and you will be fine) There is a word for that and it's controlling/bullying. June 1rst coming closer.
Yes, idiot, please bring the crook Tammy back and tell us why Pam resigned today. What a great day to clean up the Village of Ashley!

The woman who was responsible for the Village of Ashley’s payroll stole nearly $17,000 in village funds before she resigned, prosecutors said.

Tammi Griffith, who resigned from the village in 2009, was indicted Friday on a felony count of theft in office. Griffith wrote herself an unspecified number of checks from the village’s payroll fund between January 2008 and January 2009, Delaware County Prosecutor Dave Yost said in a news release.

Griffith, 38, faces up to 18 months in prison and a maximum $5,000 fine. A court date has not yet been set. A lawyer was not listed for Griffith in court records, and a message left on her cell phone was not immediately returned.

Griffith served as the fiscal officer from June 2006 to June 2009, Yost said. Her responsibilities included receipting and depositing funds received, processing payroll and issuing payments for village-related expenditures.

In May 2008, the village council approved a requirement that there be two signatures on all village checks. However, through an investigation it was found that several checks issued to herself only contained Griffith’s signature, Yost said.

In June 2009, village council prohibited her from signing village checks. Griffith resigned from the position around the same time.

State auditors uncovered “irregularities” during a routine audit in 2009 and forwarded its findings to the prosecutor’s office for a criminal investigation. Ashley’s state audit, which is conducted every two years, is normally released in August. However, its release was delayed pending the prosecutor’s office criminal investigation. A copy of the audit was not immediately available.

A message left with a spokesman for state auditor Mary Taylor was not returned by the time of this report. See tomorrow’s Gazette for more details.

The Village of Ashley is currently going through a financial crisis, and village council will consider reducing staff this coming week.

Now that the article about Tammi Griffith has been posted 3 times, the last person left of the most interesting part - Pam Starling resigning her position as fiscal officer today too. How many employees has John Davis been through now? Never had ANY of these problems until he became mayor.

COUNCIL MEETING TUESDAY JUNE 1ST. 7 PM @ BUCKEYE VALLEY EAST ELEMENTARY SCHOOL - BE THERE!
One less person to say "I don't know". John Davis is working diligently to get rid of our Police Department - we told him and council LOUD AND CLEAR May 19th what we want....be there to make sure what we ask for is DONE. Get RID of John Davis and keep our Police Dept.

No Excuse

Plain City, OH

#1013 May 28, 2010
Well there is no excuse for her taking that money I can't believe she would do that but everyone is innocent till proven guilty. So that accounts for 2006 and 2009 so where is all the money at from 2010 already and Tammy isnt even here to blame it on. This is good distraction for John but come on voters she is not the only one to blame here. Keep focused we still need our police dept maintenance dept. Did anyone ever find the hitching post that was stolen by a certain person and put it in his yard? Isnt stealing a historical monument a felony or at least misdemeaner? Wasn't there a witness to him doing that with his own back hoe? See we have thieves all over the place.
Bonded

She was bonded in order to handle all that money will it be reimbursed to village if she is found guilty? Then she would have to pay them back. What the heck were you thinking Tammy? What a crazy day.

Hate to tell you guys but the Mayor or Council may not have a say now that the State Auditors office has been brought in. They will make a request on Tuesday as to what cuts will be the best for the village and since they have the best knowledge the Council better take their advice! It's nice to know that someone with the Villages best interest at heart, not just the Cops best friend, will be making the decisions!

No matter what is said... the village NEEDS a full time police dept. No one is perfect in their job, but at least with the knowledge that is there is a police dept, it does deter some criminal activity. When it is stated not only on the television news, newspapers and internet, that the village is only protected by the sherriff dept.. crime will increase and homeowners insurance rates will also increase... we need to consider all options of cuts somewhere other than the police dept.

Yeah Ashley does need a a police dept all the publicity of not having one is just inviting more crime to come our way. It has been pretty obvious John has not liked our police officer's ever since he has came into office. Now its like a retaliation thing. Was he really at Dougs house asking about someone's expired license plates wow that couldnt have waited till the next business day. Just excuse to stop by and harass him and his wife. Cindy you go girl don't let him push you around and don't be scarred of him. You know who wears the pants in his family don't you? Wasn't his wife with him the day he stopped by? Good luck in court!

Maybe the reason the cops don't like the mayor is because he is making sure the Chief enforces that they do their job instead of just driving around in the cruiser chatting to thier friends while on duty or sitting at home with the cruiser in the driveway while on duty. You always wanna place the blame of all the problems between John and the police dept on John but maybe the police department caused some of those problems themselves too. Their is always two sides to every story, tell both sides now. Not saying we don't need cops, we just need some that are willing to WORK for thier pay!

Driving around and talking with the citizens of a town is one of the most important jobs a police officer does. I'm sure a guy who drove a fork lift at GM for 30 years would not understand that though. It is vitally important for the Officers to have a good relationship with the people of the village he works for.(hey, read about how the redistricting in Columbus has upset folks BECAUSE it upsets the neighborhoods who KNOW and TRUST the officers that they have grown to know) THAT IS a Police Officers job....to know the people he works for and with....NOT to set in an office and pretend he is king.

I have been village resident for many years and I think our police do a fine job. It is nice that you can walk up to them and talk to them about anything and they will help you if needed. When we pay our old mighty mayor a whole 6 thousand dollars to come in office for what 2 minutes dictate and leave. To me that is waste of money. Yeah they cut his pay from what wayne made but wayne helped the community in alot of ways. The only thing i see John doing is spending our tax money. I am sure he is going around boasting about the ordeal with Tammy but he is just as guilty. Since he claims to love this village so much he would volunteer his time. Oh the whole 2 minutes he comes in for.

COUNCIL MEETING TUESDAY JUNE 1 @ 7 pm - BUCKEYE VALLEY EAST ELEMENTARY SCHOOL.

John Davis will not give up - be sure to attend and keep telling council what WE want.

WE want our Police Dept. kept to protect our village.

WE want John Davis' resignation.

WE want answers....we want a detailed total accounting of ALL LEGAL FEES JOHN DAVIS HAS ACQUIRED SINCE HE TOOK OFFICE, and the reasoning behind each one of those bills.(including those he has "turned in" to the Village's liability insurance carrier, and the bills from ALL the other attorney's that he and Scott Miller hired.)

"I DON'T KNOW" is not an acceptable answer.

John Davis did not show up. Big surprise there. The coward needs to RESIGN - he knows that is what WE the village residents want. SO he doesn't show up to hear us TELL HIM again.(like a little kid, he thinks if he can't see you he can't hear you) That is fine, you heard us loud and clear last month, and we won't be quiet until you are GONE.

I had to leave early, so I don't know the outcome - I know quite a few of us would rather pay more taxes and KEEP OUR POLICE DEPT. than to lay any of them off. Kudos to Walt for his offer.

RESIGN JOHN - you have proven you don't care about our village.

NO Police Dept. layoffs, some cut backs on hours for the maintenance dept. and the clerk.

NO State Auditor recommendations...imagine that.(want to know WHO called them in? Betcha can guess)

The meeting was VERY productive. Council still needs to move on the petition to remove John Davis from office, we are NOT going to back off of that OR forget about it.

Next meeting we still want a detailed report on John Davis' legal expenses since he has been in office. ALL monies spent on attorney fees, including the ones turned in to the liability insurance company, and ALL the other attorney's that he and Scott Miller have hired, and ALL fees paid for Scott Miller - inlcuding any "perks" that were paid for in his behalf. We will ask for a public record request of this if it isn't provided.

The pool cameras WERE paid for out of the Police Levy money. AND they WERE purchased from Elaine McFarland's son (who is the salesman from Habitec -the company that they were bought from)

THANK YOU to all who attended - I am proud to be a member of a community that can come together and work to solve the problems. Working together, we CAN get back on track. The main problem is still there - JOHN DAVIS NEEDS TO GO. That is the only way to truely get our village to where it can move forward in a positive and contsructive way.

WE want John Davis GONE. Council - do your job. You have the petition...and more folks want to sign it.
