Anti-Obesity / Tobacco Intimidation

As Delaware County citizens, can we sue our local health department for directly or indirectly targeting any Delaware County resident(s) for being directly or indirectly identified (or "Shamed") by said local health department as being an "Obese Person or Individual" according to our local health department's obesity-based media advertisement campaign(s), past or present?
As Delaware County citizens, would it be lawfully-permissible to file suit toward our local health department for directly or indirectly targeting (or "Shaming") any Delaware County tobacco user/users for their past, present, or future use of tobacco products within Delaware County?
Any legitimate response from attorney(s) would be much-appreciated.
