The action, which will begin as a pilot program involving 24 banks in 15 markets -- including the New York metropolitan region -- will encourage those banks to extend home mortgages to individuals whose credit is generally not good enough to qualify for conventional loans. Fannie Mae officials say they hope to make it a nationwide program by next spring.
Fannie Mae, the nation's biggest underwriter of home mortgages, has been under increasing pressure from the Clinton Administration to expand mortgage loans among low and moderate income people and felt pressure from stock holders to maintain its phenomenal growth in profits.

“These two entities -- Fannie Mae and Freddie Mac -- are not facing any kind of financial crisis,” said Representative Barney Frank of Massachusetts.“The more people exaggerate these problems, the more pressure there is on these companies, the less we will see in terms of affordable housing.”



Congressman Frank, from a Sept. 25, 2003, congressional hearing:

“I do think I do not want the same kind of focus on safety and soundness that we have in OCC [Office of the Comptroller of the Currency] and OTS [Office of Thrift Supervision]. I want to roll the dice a little bit more in this situation towards subsidized housing.”

Apparently he rolled the dice and we all lost.

Don't you just love the Bush tax cuts? I know I do and just about all Americans that pay federal income tax,(84 % of Republicans, 3% of Democrats), benefit from the Bush's tax cuts.
Obama, the Heinz variety occupant of the White house likes them so much he has kept them for four years even when the Democrats controlled both houses of Congress.

Two years later, Bush in trying to out do Clinton in order to give the Bush Ownership society a boost, put this same program on steroids, Bush first began with signing the Down Payment Act, then he instructed Alphonso Jackson to increase Fannie and Freddie's purchasing of sub prime mortgages.

Google the Bush program agenda " Ownership Society", it's obvious you are just repeating the mantra from the Conservative Entertainment Complex network of Propaganda.

Anyone that made a living buying, developing and selling property are very aware of the initiative Bush signed into law under his watch that brought down the housing market in America.

14.7 million new food stamp recipients under Bush, as of November,2012, 15.1 million and counting under Obama. Bush was in office eight years,Obama, the Food Stamp president, less than four years.
