The Illinois Labor Relations Board has ruled that if someone is overpaid in error, they have to reimburse the employer the amount of the overpayment. The issue would be if the $150 would be considered overpayment or not and whether it is "in error".
As far as the mayor squandering funds, my belief is that he can't be held personally accountable unless he did something illegal. I don't think incompetence isn't something elected officials can be sued for -- the premise is that the electorate got what they voted for and if they don't like it, vote for someone else next time.
There is a fine line between incompetence and negligence, and the mayor and most of the board are flirting with that line.

As soon as the new city hall went up greedy officals started planning on how to fill it up with friend and relatives on our dime. All they care about is money. Don't you love the equivacators?

Not all some worked very hard for the residents and at this time, called the mayor on his mishaps and incorrect information, and pulling numbers being dollar amount from the seat of his chair, it all changed and got really bad with this new board; as he says his board, which it is all except for one, and now he gave himself more power to fine that one trustee who spoke on behlaf of the people. If you have not seen the budget get a glimps of that. Your correct but the word greedy is an understatement. thats for sure.....

They probably dont answer questions because they dont have the capacity to. They are the mayors puppets. He probably told them if it werent for him, they would not be trustees, or dont they want to be his friend? There are so many things that have been said and done, all without regards for the people of Hainesville.

You give "all except for one" waaaaaaay too much credit. I mean, the guy doesn't show up for meetings (probably doesn't want to spend the gas $$$ from Chicago to Hainesville)but oh that's right, he's boycotting or going to use it as some political stand "for the people". He needs to be included in your "it got really bad with this new board". He can go, also....I'll hold open the door.

He is probably afraid of being fined for asking legitimate questions for the people!! He is the only one who has tried to get information and make sound decisions, but is then castigated if it goes against the mayors personal agenda. Would you show up if every time you asked a question there was the possibility of a fine? i think not. not in this economy. The others and the mayor are the ones who need to go! Many of us will hold the door!!

At the meeting at least there was a little more on the honest side. Chief said that when he took they job it was stated there would be IMRF ( he would have IMRF) and if not he would not have taken the job - this was during the interviews. So, the mayor making more of his promises in advance on your behalf...If he was promised he was promised, goes back to the mayor.

and making sure that garage door is shut is nothing new, all the police do that - but thanks for making it seem like ur being productive.

Hainesville does not have the money to do this. They have lied about the sale of the village hall (which will now be torn down and a new police department built, per the mayor) and lied about the police department. How dare the police chief demand what type of retirement plan he gets? Since when does an employee tell his employer what he wants? He already gets a pension from Antioch, he's getting $75,000 from Hainesville, he works part-time for Lake Villa Police Department and part-time for the Sheriff's Department. Just how much money does one man want?

Just an observation based on the comments:

From what a previous poster said, it sounds like the mayor may have also lied to the police chief about having IMRF as a benefit should he accept employment in Hainesville.

If so, the chief might have a course of action against the Village if he was promised something as part of his employment package but didn't get it. He might have trouble proving it if it wasn't in writing, however.

As far as complaining about how much money he makes for three jobs, remember he has to work the hours, too. If he wasn't working those hours, someone else would be working and getting paid (possibly overtime) for them.

Who's holier than thou? Not me. I'm just pointing out that perhaps his heart isn't into his job in Hainesville, he's got so many pans in the fire it's just about money. Gimme more, gimme more, gimme more........
