Harris County investigating port execs
Issues include possible conflicts of interest, use of official vessel

The Harris County Attorney's Office has begun an investigation into possible ethical and legal violations by Port of Houston leaders, First Assistant County Attorney Terry O'Rourke said Friday.
The announcement comes a day after County Commissioner Jack Morman wrote to County Attorney Vince Ryan asking that the port be investigated for its compliance with state laws on conflicts of interest, open meetings, open records, procurement procedures and financial reporting.
Also on Thursday, port commissioners Elyse Lanier and Janiece Longoria wrote to Chairman Jim Edmonds asking to discuss CEO Alec Dreyer's employment at the next meeting of the port's seven-member board on May 24.
County officials have raised concerns about whether Dreyer improperly used the port's vessel for a private function, and possible conflicts of interest involving Edmonds' relationship with AECOM, a company that is doing business with the port, among other things.
In their letter, Lanier and Longoria also questioned a proposal by Edmonds to hire an outside law firm to investigate whether Dreyer had violated port policy or the law. The port has hired several outside law firms in the last few years and spent about $17.8 million in legal fees in a lawsuit by San Antonio-based Zachry Construction Corp.
"We do not believe it is in the best interest of the port, or an appropriate use of port resources to hire yet another law firm," they said.
They also have questioned several actions at the port in the last few months, including an agreement signed with Libya without commission approval; insufficient details in the budget; and the departure of former spokeswoman Argentina James, who still collects $15,000 a month for public relations consulting.
September target date
The controversy has some Harris County commissioners talking about stemming the port's flow of property taxes. Each fall, the Commissioners Court sets a tax rate that feeds the port property taxes to service its debts. This year the port will use $53.6 million in property taxes.
The county attorney's six-member team, headed by O'Rourke, has begun interviews and plans to attend the commission's May 24 meeting, he said. The investigation, conducted with the county auditor and budget office, should finish by September, he said.
"We hope to have full cooperation," O'Rourke said. "This is to be done both professionally and courteously."
O'Rourke did not disclose specifically what his office would be looking into but said the scope of the investigation was prescribed by Morman's letter.
Morman, whose Precinct 2 includes the port, said he wrote the letter broadly so that investigators could follow "any rabbit trail they find." Specifically, Morman said he was concerned about allegations of wasteful spending and about the claim in Longoria and Lanier's letter that Dreyer had hosted a party for a friend on a port vessel, then altered the boat's records to mask the event.
Dreyer deferred comment on the matter to Edmonds, who said in a statement: "We look forward to continue to work with the county to grow maritime business and provide jobs and economic growth for our citizens."
County Judge Ed Emmett said he thinks the port leaders have questions to answer but that the county attorney is not the one to ask them. The port is a creation of the Legislature, Emmett noted, and should be examined by a state entity, whether the attorney general, Ethics Commission or, if criminal acts are suspected, the district attorney.
"We should be having serious discussion with our appointees to try and find out what's going on and then go from there," Emmett said, adding he hopes the port commission's meeting will clarify the allegations at issue.

dont see Jimmy burke's name anywhere in this story; why post his picture? How about someone posting your picture along side a story about a pervert who has a name other than yours???

Go to the Port O Plenty thread and click on the links to the stories and you will find Jimmy Burke's name, since he is part of the Port of Houston Authority. He and his wife also had nice vacation in Europe paid for by the POHA.
So, why don't you post your picture so we can see what an idiot looks like.

The picture was posted and I believe the appropriate title given. I have seen Mr. Deer Park's reputation bandied about on the forum and decided to search for a pic of the gentleman to see if I had seen him either at Wal-Mart or HEB (I have not). I posted the pic as a public service, it is from the Port of Houston Authority website.
When I saw the article concerning the POHA the connection was made and the information posted here, they were not posted at the same time as the article was not posted to the Chronicle until after the picture was uploaded.
The dissident voice of Yo Daddy concerning the posting of the article under the picture of Mr. Deer Park may have some validity to a small segment of the population, however the article simply states that an investigation is underway and does not indict anyone for criminal or immoral activity.
One might assume that with an investigation underway however that Mr. Deer Park will be interviewed concerning what he knows and when he knew it concerning the scandalous and outrageous activities that have been alleged.
On this election day with Tax Schemes placed on the ballot by friends of powerful persons and the ongoing Port of Houston Authority tax dollar sucking debacle making headlines again and again many well intentioned average American citizen voters are curious as to the identities and motivations of the sowers of such troubles and attacks on American Values of Smaller and Limited Government,and Principals of Truth, Justice and The American Way.

you will also find many other's names on that list too. he is by far not the only name associated with the port. there are seven commissioners. why is it just burke you have a problem with. his little pinkie has had more success in life than you have had, i bet.

Of course, he's not the only one. But he is one that has ties to Deer Park and the POHA. In addition, he's associated with the Friends of Deer Park that put out the Vote For TAXES signs.
