No - Dr Metz would not have to ask for a rezone, that is the responsibility of the landowner (Church) in this case. The only reason this is a issue, is Stripes came into the limelight before the rezone was asked for, otherwise, no one would have any objection to the Church rezoning so they can move on and sell the property. If Dr. Metz wanted to sell his property to Stripes, he is already commercial, and this vote wouldn't be taking place.You are correct Just Saying the city should be the ones that should notify the neighboring businesses or land owners.
If Dr. Metz purchases this property would he not also have to request a rezone?
With his current offices on the former site of St. Luke's Episocopal Church maybe he finds success with building on Holy Grounds?

I find it odd that the two most recent apartment complexes had to request the rezones and not the property owner/owners who were selling the land to the developer.
Maybe it comes down to what is in the contract.
